This position is located within the Engineering and Facility Management Unit of the Mission Support Service of the United Nations Support Mission in Libya. The incumbent will be under the overall supervision of the Senior Administrative Officer. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). This post will be redeployed to Sirte, Libya when needed (Sirte is classified as a Hardship "E" duty station and a non-family duty station).
On 28 July 2022, the Security Council by its resolution 2647 renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 October 2022, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021).
The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security, and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors, including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da'esh.
Within the limits of delegated authority, the Chief of Unit, Engineering Officer will be responsible for performing the following duties:
Administration:
• Develop short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of the Mission's facilities and infrastructure, taking into consideration that the Mission is established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure. The Mission's facilities typically include modularized camps for civilian staff and UN Guard Unit (UNGU) with all required utility infrastructure for electrical, mechanical and plumbing systems and security works.
• Design, construction and maintenance of road infrastructure, for the movement of personnel and goods amongst the mission facilities, are also commonly performed.
• Prepare reports and other associated engineering-related information, for progress reporting, and special reports for quality, cost or schedule variances.
• Draft responses to both internal and external audit observations on engineering tasks and activities in the mission.
Planning:
• Contribute to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g., military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work plans. Monitor actual costs and schedule performance against the approved budget and baseline schedules.
• Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment.
• Prepare the mission’s engineering staffing management plan, and acquire, develop and manage all engineering staff members in support of engineering work plans.
Implementation:
• Provide expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission's engineering activities, taking into account quality management and risk management best practices. Recommend solutions to unusual engineering problems.
• If applicable, fully support with limited staffing during the mission start-up and liquidation phases, the site selection/assessment process and asset disposal process, respectively.
• Perform other related duties as assigned by the Chief Service Delivery & Supply Chain and/or the Chief of Mission Support.

Advanced university degree (Master's degree or equivalent) in Architecture, Civil Engineering, Electrical Engineering, Mechanical Engineering, or related fields id required. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
A minimum of (7) years of progressively responsible experience with facilities and infrastructure, or similar, in the areas of planning, designing and supervising engineering-related construction/commissioning projects, and managing routine and non-routine maintenance and repairs is required.
Out of the seven (7) years, five (5) years of supervisory experience at the international level in project management and contract management for large design/construction projects and facilities maintenance programs is required.
Experience in leading the implementation of environmental and waste management projects is required.
Proven ability and experience in establishing Scope of Work (SOW), technical evaluations for third party contacts and associated knowledge of Low Value Acquisition (LVA), Purchase Orders (PO) and invoicing procedures is required.
Experience in using AutoCAD software for design and layouts is required.
Experience in using PRINCE2 is required.
Experience with ERP systems (i.e. Umoja) is desirable.
Experience in Performance Management, data management and performance reporting is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
