Org. Setting and Reporting

The Technical Cooperation Bureau (TCB) is responsible for the execution of ICAO’s Technical Cooperation Programme (TCP), providing technical support to ICAO Member States, through Technical Cooperation projects and activities, funded by the State, multi-lateral, bilateral and other donor-funded mechanisms, in all matters relating to the development of safe, secure and environmentally friendly civil aviation.

TCB also undertakes implementation support activities including Technical Assistance projects, and assists States in identifying and formulating regional, country, inter-country and fellowship programmes. TCB is also responsible for the planning, management and coordination of all ICAO aviation training activities, ensuring the efficient, effective and harmonized implementation of the ICAO Training Policy and response to training needs of Member States, international and regional organizations, aviation industry and other partners.

The incumbent assists the Director, Technical Cooperation Bureau (D/TCB) in the efficient and effective management of the Bureau by directing the work of the following Sections: Field Operations (FOS) (which includes the Resource Mobilization function), Field Personnel (FPS), Global Aviation Training (GAT) and Technical Support and Quality Assurance (TSQAS); supports the implementation of the bureau’s transformation, including the integration of all revenue generating activities, the consolidation of the extra budgetary funds, the diversification of revenue sources through new implementation support product development; and leads the implementation of ICAO’s digital transformation strategy for TCB. S/he reports directly to the D/TCB on all matters related to technical cooperation, technical assistance, resource mobilization, and training. Supervisory responsibilities include technical supervision, coaching and training where necessary, as well as performance evaluation, delegation and distribution of tasks, and decisions on priorities.


Function 1 (incl. Expected results)
Supports the Director, TCB, in the management of the Bureau, and in the development and direction of the implementation support and technical cooperation strategy, work programme and activities of the Organization, including resource mobilization, to ensure the efficient provision of related services, and technical assistance projects, achieving results such as:

• Support the Director in planning, coordinating and managing the work programme of the Bureau and its activities, in alignment with ICAO’s strategic objectives.
• Supports D/TCB in the reorganization of the Bureau considering changes in the business environment and industry.
• Support the alignment of TCB’s financial management of its diverse funding mechanisms, to facilitate decision-making and adequate resource allocation.
• Lead the preparation of the Organization’s TCP Business Plan.
• Contribute to the development of the strategic vision for TCB and its expression in ICAO programme outcomes and strategic plans; plan, develop and implement programmes, policies, guidelines and strategies for the administration and operation of ICAO’s implementation support activities including technical cooperation and technical assistance projects and resource mobilization.
• Lead the implementation of the digital transformation strategy for TCB.
• Support D/TCB in the development and implementation of the ICAO Resource Mobilization Strategy.
• Supports the overall development of ICAO’s resource mobilization capacities with focus on mechanisms and processes.
• Coordinate the establishment of the annual and triennial staffing and budgetary resource requirements for TCB (including workforce, succession and action plans), and preparation of the required documentation for presentation to the approving authorities.
• Direct and manage the work and staff of FOS, FPS, GAT, and TSQAS, ensuring compliance and promoting efficient management of operations; manage human and financial resources, ensuring efficient oversight and delivery of high quality services; foster good performance and teamwork; evaluate performance and monitor progress against desired objectives; oversee the recruitment of the staff of FOS, FPS, GAT and TSQAS in alignment with appropriate selection procedures.

Function 2 (incl. Expected results)
Leads the preparation of documentation, working papers and reports on TCB, including its strategic dimensions, and provides expert advice and guidance, achieving results such as:
• Lead the preparation of TCB papers and reports for the Finance Committee (FIC) and ICAO Council, as required.
• Oversee the required administrative and technical coordination among TCB sections and other Bureaus and Offices in the preparation of documentation in support of the ANC, Council, working groups, panels, study groups, divisional type meetings, regional air navigation meetings, conferences and symposia.
• Provide expert advice to senior officials on TCB policy, strategy and operational matters.
• Ensure consistent application of the ICAO Service Code, Staff Rules, Personnel Instructions, and policies and procedures.
• Analyse proposed changes in Rules, Regulations, policies and/or standards, including from UN wide initiatives; provide advice to
the Director, formulate TCB’s response, and prepare related analyses allowing senior management to determine impact on the
Bureau’s operations.
• Prepare strategic analyses and reports on TCP programme operations and related policies to foster learning and knowledge-sharing
within the Bureau.

Function 3 (incl. Expected results)
Manages the implementation of the Technical Cooperation Programme (TCP), coordinating both external and internal activities, achieving results such as:

• Formulate and implement the strategy and work programme for the provision of technical cooperation services.
• Provide functional direction for the overall activities and resources associated with the development and implementation of support activities including technical cooperation and assistance projects.
• Oversee the coordination of TCB implementation support programmes, projects and activities with the Regular Programme.
• Coordinate and liaise with ICAO Bureaus and Regional Offices to ensure a harmonised one-ICAO Secretariat approach to the provision of support/technical assistance to States.
• Advocate and build awareness of the critical role and the strategic dimension of TCB.
• Oversee or promote the implementation of the ICAO Project for Aviation Volunteers (IPAV).
• Work with ANB to ensure the accurate input of data into Safety Collaborative Assistance Network and with ATB to provide data in support of the technical assistance Database.
• Coordinate TCB’s input to the MARB by identifying and reporting implementation support programmes, projects and activities that support MARB States. Monitor and report progress of the associated activities.
• Identify, through the MARB process, other States that require support to address shortcomings and deficiencies, including Significant Safety Concerns, and recommend high-level assistance strategies.
• Undertake missions in support of TCB activities.

Function 4 (incl. Expected results)
Supervises the Quality Management System in TCB; represents TCB before the Quality Assurance Mechanism and Training Committee, on various Secretariat Boards and Committees, and in diverse working groups and meetings, achieving results such as:

• Represent TCB senior management at the ISO Management Quality review committee meetings.
• Provide technical expertise to D/TCB in the design, development and implementation of specific action plans.
• Coordinate the implementation of the Project Quality Assurance Process across the Secretariat.
• As required, represent ICAO, on behalf of the Director, at designated international and regional meetings, conferences and symposia.
• Represent D/TCB in designated senior management meetings, groups, Boards and Committees, and support D/TCB at Council
meetings, as required.
• Participate in, and contribute to, working groups and special projects at the senior management level, as required by D/TCB.
• Participate in the pre-meeting of the Monitoring and Assistance Review Board (MARB); coordinate and prepare all the
information on behalf of D/TCB.
• Serve as TCB focal point and representative on the Fund for Aviation Safety Project Review Committee (PRC) and on the
Secretariat Information Management Committee (IMC).
• Represent TCB at the Revenue Generation Governance Board (RGGB), as requested.
• Liaise and coordinate with other Bureaus, as necessary, on issues related to safety oversight and security oversight.

Function 5 (incl. Expected results)
Leads the implementation of business process improvements and change management initiatives, achieving results such as:

• Assess business information and determine where improvements can be made to increase the efficiency or effectiveness of
• Work with other Bureaus and Offices, as well as external stakeholders to design and develop new products and services.
• Develop business cases and implementation plans for improvement projects and present them to D/TCB for approval.
• Monitor the progress of each improvement project throughout its life cycle to ensure that deadlines are met and objectives are achieved.
• Constantly assess the need for change and development; make recommendations for, and manage the implementation of improvements, as appropriate.
• Encourage knowledge-sharing and skills transfer across TCB; develop, share knowledge with external counterparts on technical cooperation policies, best practices and trends.
• Support D/TCB in the development of innovative change management initiatives to enhance delivery of quality services to stakeholders.
• Coordinate the implementation of recommendations resulting from internal and external audits and evaluations, including those of the Joint Inspection Unit and the Evaluation and Audit Advisory Committee.

An advanced level university degree (Master’s Degree or academic equivalent) in an aviation-related area, a scientific or technical discipline, management, administration, or in a related field.

Work Experience

A minimum of fifteen (15) years of experience, of which at least ten (10) years should be in civil aviation or any other industry, in the public or private sector is required.

At least five years of senior level managerial experience in programme/project management, operations, production, service delivery, or business development, preferably in international technical cooperation projects is required.

Experience at the international level or dealing with matters crossing national boundaries, including high-level negotiations with government authorities or international organizations is required.

Experience in strategic and business planning, in developing strategic and operational plans, in building cohesive teams and directing them towards the achievement of identified goals is required.

Experience in leading change initiatives, promoting quality manangement and fostering innovative reforms is required.

Experience with corporate performance management and quality management systems is required.

Proven experience in leading and guiding a multidisciplinary team of aviation experts to achieve organizational goals is required.

Experience in managing aviation safety or air navigation programmes/projects within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider) is desirable.

Experience in managing or coordinating technical assistance, capacity development and implementation of activities related to civil aviation is desirable.

Experience in organizing and leading international meetings, and experience in management of international/multinational projects are desirable.


Fluent reading, writing and speaking abilities in English.

A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).


Evaluation of qualified candidates will include a competency-based interview and any other assessments deemed necessary.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.

ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC).

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.

ICAO offers an attractive remuneration package, including a tax-free annual net base salary in US dollar (subject to mandatory deductions for pension contributions and health insurance), and a variable post adjustment* which reflects the cost of living in a particular duty station.

Annual Salary for this post: US $150,411 (which includes a Net Base Salary of US $103,660 + Post Adjustment of US $46,751).
