Result of Service

To support the development of the plan of implementation for the Arab regional counter-terrorism strategy, as well as related regional consultations and workshops with Member States. Through this assignment, the individual contractor is expected to provide substantive, programmatic, administrative and logistical support for the implementation of the project.

Duties and Responsibilities


The complex and evolving threat of terrorism demands that the United Nations adopt an efficient, coherent and coordinated response. The United Nations Global Counter-Terrorism Strategy (A/RES/60/288), the successive review resolutions and the Plan of Action to Prevent Violent Extremism (A/70/674 and A/70/675) emphasize the importance of strengthening coordination and coherence among United Nations entities working on counter-terrorism issues in order to effectively support Member States and regional organizations in developing and implementing holistic responses to address the scourge of terrorism.

The United Nations Office of Counter-Terrorism (UNOCT) was established through the adoption of General Assembly resolution 71/291 on 15 June 2017and has a multi-faceted and strong mandate which includes:

(a) Providing leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system.
(b) Enhancing coordination and coherence across the 38 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy.
(c) Strengthening the delivery of United Nations counter-terrorism capacity-building assistance to Member States.
(d) Improving visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and
(e) Ensuring that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The Middle East and North Africa Unit of the Special Coordination Section of the UN Counter-Terrorism Centre currently implements a project to support the development and implementation of the Arab Counter-Terrorism Strategy, including through a dedicated plan of action to support the provision of capacity-building services, technical assistance and policy support to Member States in the area of counter-terrorism and violent extremism. The Unit is currently working on the drafting of the plan of implementation, and organises regional consultations with Member States to identify priorities, needs and strategic orientations. Once developed, the plan of implementation will also support Member States’ compliance with relevant international obligations and standards and enhance national response to terrorist threats across the Arab region.

• The plan of implementation for the Arab regional counter-terrorism strategy and relevant regional consultations supported.
• Relevant policy and programmatic documents, cost plans, reports, and written outputs related to the plan of implementation developed and submitted.

• Supporting the development of the plan of implementation of the Arab counter-terrorism strategy, including conducting of research, collecting and reviewing inputs, identifying training components and capacity-building activities under the plan, preparing activity reports, preparing administrative, logistical and programmatic documents, implementing workshops and regional consultations, conducting official travel, etc.
• The Individual Contractor will support all deliverables related to the project, including but not limited to substantive documents, logistical and administrative outputs, reports, etc

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in political science, law, international law, international relations, programme management, or another relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Has a minimum of 2 years of professional experience in law, international relations, political science, programme management or a related area
Specific experience in criminal law, or the development of programmes and project in the area of criminal justice or international cooperation in criminal matters is highly desirable.
Good knowledge of United Nations and other counter-terrorism conventions, instruments and policies, in particular the UN Global Counter-Terrorism Strategy and its four pillars, and the UN Plan of Action to Prevent Violent Extremism is desirable.


English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Fluency in French is highly desirable.
