This position is located in the Economic Cooperation and Trade Division (ECTD) of the Economic Commission for Europe (ECE), based in Geneva, Switzerland. The Economic Affairs Officer reports to the D1, Chief of Service, ECTD.
This temporary job opening is initially available through 30 April 2023, with possibility of extension.
Within the delegated authority, the duties of the P4, Economic Affairs Officer, fall mainly into the three functional areas identified below.
Economic or sector analysis:
• Monitors economic developments in relation to international trade and identifies recurrent and emerging issues of concern to the United Nations.
• Designs and conducts studies of selected issues in international trade, and drafts reports documenting the results.
• Interprets and applies results of econometric modelling to analysis of economic prospects and policies related to international trade.
• Develops draft policy recommendations pertaining to international trade.
• Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
• Organizes expert group meetings, seminars, etc. on development issues.
• Prepares speeches and other inputs for presentations by senior staff.
Intergovernmental support:
• Provides substantive support on economic issues to intergovernmental bodies (such as the ECE Commission and the ECE Steering Committee on Trade Capacity and Standards).
• Represents the Division at international, regional, and national meetings.
Technical cooperation:
• Designs and monitors technical cooperation projects.
• Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
• Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
• Conducts training seminars and workshops for government officials and others.
• Formulates technical modalities for the evaluation of individual technical cooperation projects.

• Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.
• Undertakes on-the-job and other training activities, both internally and externally.

Ability to conduct independent research on trade-related topics, specifically regarding multilateral and regional trade rules and policies, and trade-related dimensions of the circular economy and the digital and green transformations; determine suitability, validity and accuracy of data provided by different sources. Ability to identify and develop sources for data collection. An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in international trade and development, or related area is required.
At least two years of experience on the interaction between trade and different environmental and social aspects of sustainable development is desirable.
At least two years of experience in supporting countries with economies in transition on trade-related issues, including WTO accession and other WTO related topics, is desirable.
At least one year of experience in fundraising and partnership building is desirable.
English and French are the working languages of the United Nations Secretariat; and Russian is a working language of ECE. For the position advertised, fluency in English is required and knowledge of Russian is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
