Result of Service

Specific outputs to be delivered by the consultant:

Under the overall supervision of the Chief of TSS/CEB, the guidance of the Crime Prevention and Criminal Justice Officer, and in coordination with relevant UNODC staff and personnel, the consultant will perform the following outputs:

• Compile input on the implementation and impact of the Siemens-funded projects and follow up with UNODC staff and personnel for missing content;
• Edit the material received and draft the chapters of the Legacy Publication as per the outline provided by UNODC;
• Liaise with UNODC staff and personnel on the appropriate wording for the chapters and accuracy of data provided;
• Deliver a draft publication demonstrating solid progress towards the final publication within the expected timeline;
• Deliver a final Legacy Publication in accordance with the below requirements, to be delivered once the draft report has been reviewed and approved by UNODC;
• Suggest content and data to be visualized and liaise with the graphic design service for implementation of the graphics;
• Ensure coordination with relevant services for graphic design, layout, publication and printing as well as with any other relevant communications services for the timely delivery of the Legacy Publication according to the Organization’s publication procedure;
• Produce communications material to promote the Legacy Publication (such as one-pagers, advocacy material, etc.).

The payment will be based on the qualifications and experience of the selected candidate and will be made in four installments upon satisfactory completion, to be evaluated by the supervisor, of the deliverables and outputs as described in this Terms of Reference.

All outputs should meet the satisfaction of the Crime Prevention and Criminal Justice Officer according to the pre-agreed standards and expectations for the specific tasks, quality of work and timeliness of delivery. The consultant’s performance will be assessed against the following indicators:

• All outputs are in line with UN standards and requirements.
• All outputs meet the satisfaction of the UNODC team.
• Timeliness and quality of work provided.

Work Location

Home-based – with possible travel to Vienna (tentatively from 5 to 16 June 2023)

Expected duration

A total of 60 working days over the period January to July 2023

Duties and Responsibilities

Background of the assignment:

The Corruption and Economic Crime Branch (CEB) of the United Nations Office on Drugs and Crime (UNODC) strives to continuously support governments, society at large and the private sector to transform the objectives of the United Nations Convention against Corruption (UNCAC) into reality and to thereby promote effective responses to corruption.

One of the main purposes of UNCAC is to promote, facilitate and support international cooperation and technical assistance in the prevention of and the fight against corruption, including in the private sector. As part of its Global Programme against Corruption, UNODC has been implementing projects funded by the Siemens Integrity Initiative on business integrity since 2011, under four funding rounds with activities delivered in more than 17 countries. The projects implemented by UNODC aim to strengthen legal frameworks, promote public-private dialogue, increase knowledge of good practices to prevent and counter corruption in the private sector and deliver education programmes to equip future employers and business leaders with ethical mindsets. UNODC is in the process of developing a publication on good practices and lessons learned from the implementation of the above-mentioned Siemens-funded projects, including an assessment of their collective contribution to the global fight against corruption. Such a publication (the “Legacy Publication”) should provide an account of all the projects implemented by UNODC under the Siemens Integrity Initiative, their activities, results, impact and contribution to business integrity and a level playing fields in the contexts in which they were implemented. The publication should provide an account of the challenges and lessons learned and contain recommendations for future action in the area of business integrity. The Legacy Publication will serve the purpose of showcasing the impact of the Siemens-funded projects with a view to replicating successful approaches.

In this context, UNODC is seeking a consultant who will support UNODC in developing and drafting the Legacy Publication.

The consultant will be home-based. The consultant will engage with UNODC staff primarily via electronic means. The consultant will receive guidance from UNODC and will be required to periodically report on progress and outcomes.

Purpose of the assignment:

The purpose of this assignment is to develop and draft a Legacy Publication in accordance with the above framework. To this end, the consultant will perform a review of the activities, results and impact of the business integrity projects implemented by UNODC under the Siemens Integrity Initiative and highlight the contribution to business integrity and a level playing fields in the contexts in which they were implemented.
In addition, the consultant will ensure coordination with relevant services for graphic design, layout, publication and printing as well as with any other relevant communications services for the timely delivery of the Legacy Publication according to the Organization’s publication procedure, and produce communications material related to the Legacy Publication.
The content must be presented with a diverse target audience in mind, including States parties to the UN Convention against Corruption, donors, civil society, representatives from the public and private sector, academia and the general public.

Qualifications/special skills

An advanced university degree (Master's degree or equivalent) in communications, public relations, journalism or a related field, is required. A first-level university degree in similar fields in combination with two additional of qualifying experience may be accepted in lieu of the advanced university degree.

Proven professional experience of at least five (5) years in writing, content development, and editing is required.

Excellent written communications skills and strong drafting abilities are required. Strong communication skills in a multicultural context, including the ability to correctly interpret messages and adequately reflect input in written texts are required. Good planning and organizational skills are required. Capacity to work independently and with minimal supervision is required. Excellent team working skills are required.

Experience in report writing is required.

Professional experience with private sector clients is desirable.

Knowledge of corruption issues in the private sector is desirable.

Experience within the UN system or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
