Cadre organisationnel

This position is located in the Payroll Team, which is a team in the Operational Accounts Unit (OAU), Accounts Section (AS) of the Financial Resources Management Service (FRMS) at the United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will report to the Supervisor of the Payroll Team.

Responsabilités

Within assigned authority, the incumbent will perform the following specific duties:
• Approve payment and journal vouchers for various claims/payments, e.g., salary and related entitlements, travel reimbursements, education grants, salary advances, etc., ensuring compliance with relevant rules and control procedures.
• Review and reconcile various clearing accounts to ensure appropriate balances. Investigate erroneous/invalid entries and take appropriate corrective accounting action.
• Audit various accounting transactions, e.g., payroll, education grants, final payments, travel claims, etc., to ensure correctness of disbursement computations and adherence to relevant staff rules, financial regulations, and Administrative Instructions, issuances or practices.
• Analyse complex and/or unusual accounting transactions and difficult claims for entitlements, travel, invoices etc. Make recommendations to Supervisor/Chief of Unit on appropriate follow-up procedures.
• Provide guidance and training (including the preparation of training materials) to staff with respect to transaction processing and the use of various systems such as the in-house SAP system (Umoja) (and other systems when necessary).
• Assist in the preparation of financial statements ensuring compliance with International Public Sector Accounting Standards (IPSAS).
• Draft/prepare correspondences and respond to queries by staff members, internal and external auditors.
• Perform other work-related duties as may be required.

Formation

High School Diploma or equivalent is required.

Job - Specific Qualification

Passing the Global General Service Test (GGST) is required for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.
The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.
Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Expérience professionnelle

Seven years of experience in accounting, finance or related area, is required.

Working experience and advanced use of computer software and applications, such as the in-house SAP system (Umoja) and Microsoft applications, such as Word, Excel, Access, PowerPoint, are desirable.

Two years of experience processing salaries and related entitlements is required.

At least three years experience as an Approving Officer using the in-house SAP system (Umoja) is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, is required. Knowledge of another official United Nations language is an advantage.

This position is temporarily available until 30 April 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
