Org. Setting and Reporting

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions.

The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat.

The Business Processes and Systems Support Section (BPSSS) is responsible for working with clients and stakeholders to develop the processes and structures by which policies will be implemented across the Secretariat and to ensure that these are reflected in enterprise systems. It also provides training on Umoja, Inspira and other business applications related to resources management. The position is located in BPSSS/CDOTS/OSO/DOS. The incumbent of this post will report to the Chief of BPSSS.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

• Develops, implements and evaluates assigned capacity development programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

• Coordinates the capacity development programme for continuous business process improvement (BPI) through the network of BPI focal points and in response to the recommendations of the Process Improvement and Advisory Group (PIAG).

• Coordinates the design, development, delivery and evaluation of knowledge management programmes in support of operational services and ERP training.

• Generates survey initiatives and training needs assessments; applies relevant data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.

• Designs and evaluates assigned training programmes and projects; monitors training programme/project development and implementation; reviews relevant documents and reports; liaises with relevant parties; ensures follow-up actions.

• Evaluates effectiveness and impact of developed training programmes and recommends ways to enhance their effectiveness and impact.

• Coordinates training workshops, in collaboration with the client, including the Training of Trainers events for the successful implementation of assigned training programmes.

• Promotes the use of e-Learning and knowledge management platforms for developing and delivering on-line training programmes.

• Initiates and coordinates outreach activities; conducts blended training workshops, seminars, etc.; makes presentations on assigned training topics/activities.

• Supervises the assigned staff and consultants as necessary for performing training activities.

• Provides inputs into the preparation and monitoring of the section training budget.

• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

• Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in computer information systems, business administration, learning management or related field is required. A first-level university degree in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in PRINCE2 or equivalent project management methodologies is desirable

Work Experience

Seven years of progressively responsible experience in programme management, change management, capacity development and training, or related area is required

Experience in managing business process improvement projects is required.

Experience in implementing knowledge management projects is required.

Experience in developing training programmes on Enterprise Resource Planning is desirable.

Experience in Business Intelligence and Data Analytics is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
