Org. Setting and Reporting

This position is located in the Claims Processing Unit of the United Nations Register of Damage caused by the Construction of the Wall in Occupied Palestinian Territory (UNRoD) in Vienna, Austria. Under the direct supervision of the Senior Legal Officer, the Claims Officer is responsible for the processing of the damage claims received with the view to submitting them through the Executive Director to the Board of the Office of the Register of Damage for approval.

Responsibilities

Within assigned authority, the Claims Officer will perform the following specific tasks:

- Review incoming claims and pre-screen them against the established eligibility criteria for their inclusion into the Register of Damage.

- Contribute to the formulation of recommendations to that effect to the Executive Director.

- Keep an accurate record of claims brought before the Register of Damage.

- Prepare and assist in case summaries, case presentations and reports, draft memoranda on related legal issues, and maintain the database.

- Ensure that proper policies, procedures and guidelines for claims processing are applied.

- Support the Senior Legal Officer and the Executive Director in ensuring that policies, procedures and guidelines for claims processing are up-to-date and contribute to the drafting of amendments, if and when required.

- If and when required, provide training and conduct presentations to mayors and other officials of affected communities in the Occupied Palestinian Territory.

- Contribute to the organization and review of the work of the general service staff, interns and consultants involved in routine claims processing, by providing guidance, basic interpretation of policies, and training as needed to ensure timely and accurate processing.

- Perform other work-related duties as required.

Education

An advanced university degree in law is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of relevant progressively responsible professional experience in legal practice, analysis and research is required.

Work experience in mass claims review and processing is desirable.

Work experience in independently dealing with claims, including factual/ legal analysis, rendering and presenting recommendations/opinions, is desirable.

Work experience in drafting legal submissions, memoranda and/or briefing notes in the main working language of this post is desirable.

Work experience in drafting legal opinions and providing advice on factual and legal issues to superiors or clients is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of other official United Nations languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

This post is financed by the Regular Budget. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Any extension of the appointment will be subject to the availability of funding.
