Result of Service

• Identify and link with government entities, fashion design schools, and other critical stakeholders in the West Asia region to establish a platform for governing the West Asia Sustainable Fashion Academy (WASFA), support the delivering of the 2023 WASFA agenda and develop synergies with other UN entities and Flagship strategies.
• Develop and implement activities linked with the Recipe of Change campaign and engage with various actors in the Ho.Re.Ca industry (hotels, restaurants, canteens), in parallel roll out social media campaign activations through various media channels and physical activities during upcoming holidays in the West Asia region.
• Conceptualize and design a national behavioral change campaign on Single Use Plastics in Kuwait and coordinate the roll out through social media channels, engage with critical stakeholders and influencers, conduct strategic partnerships, and implement on the ground activities.

Duties and Responsibilities

Organizational Setting, Purpose and Objective:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP West Asia Office (ROWA), based in Beirut, Lebanon, coordinates the implementation of UN Environment’s Programme of Work in West Asia, with a focus on enabling Member States and stakeholders to achieve their visions for sustainable development.
Under the overall supervision of the Regional Coordinator of the Finance and Economic Transformations subprogramme, the consultant will be responsible for implementing initiatives under the regional programs on food waste reduction, plastics, and sustainable fashion in partnership with the Global Opportunities for Sustainable Development Goals (GO4SDGs) initiative, as well as contributing to tasks framed with the elaboration of the Sustainable and Consumption and Production National Action Plan for Kuwait. All the activities aim at promoting the environmental dimension of SDGs (Sustainable Development Goals), with a specific focus on Circular Economy (CE) and Sustainable Consumption and Production (SCP). UNEP’s work in the area of CE and SCP focusses on supporting regions, countries and businesses in their transition to inclusive green economies. This involves promoting green finance and investments, sustainable trade, mainstreaming of green economy pathways into sustainable development planning and sectoral policies in order to decouple (i.e. delink) economic growth and activity from environmental impact while improving human well-being and job creation. The UNEP Finance and Economic
Transformations subprogramme focusses on leveraging business value chains, private finance, and consumer behaviours, as well as on enhancing economic policies to support the achievement of climate, nature, and chemicals and pollution outcomes. The GO4SDGs initiative aims to accelerate regional solutions for inclusive green economies and sustainable consumption and production by sharing best practices and offering science-based knowledge, policy tools and capacity development opportunities in priority areas to “build back better”. The core goal of the GO4SDGs initiative is to implement action and change by supporting: governments to strengthen policy coherence; small and medium-sized enterprises (SMEs) to increase capacities and access for financing innovation and circularity; and youth to amplify their voices and empower them to embrace sustainable lifestyles.
This contract aims at designing, implementing, monitoring, and reporting on a set of regional initiatives framed with behavioural change and supporting countries and businesses in their transition towards sustainability under the umbrella of the GO4SDGs initiative. The activities revolve around campaign activations, multi-stakeholder engagement, and capacity building.
This contract aims also at contributing to tasks framed with the preparation of the Sustainable Consumption and Production National Action Plan (SCP NAP) for Kuwait. The national counterpart of the project is KEPA (Kuwait Environment Public
Authority). The consultant will be leading on the conceptualization, designing, and rolling out of a campaign about plastics from a SCP perspective.

• Duties and Responsibilities:
Under the direct supervision of the Resource Efficiency Regional Coordinator, in UNEP West Asia Office, the consultant will take the overall responsibility of the following:
- Conceptualize, design, and implement regional activities, monitoring the impact, and reporting against key performance indicators, with sustainable fashion, food waste reduction, and plastics as main focuses.
- Conceptualize, design, and implement national activities, monitoring the impact, and reporting against key performance indicators, for single use plastics in Kuwait in the framework of the elaboration of the Sustainable Consumption and Production National Action Plan.
- Develop training modules and workshops for sustainable textiles and fashion along with sustainable consumption and production.
- Identify and engage key stakeholders, from government, academia and private sector, to amplify the impact of the activities and guarantee replication and scale up.
- Support the conceptualization, planning, and rolling out of raising awareness campaigns, as well as monitoring and reporting on the outreach impact for the topics of food waste, sustainable fashion, and single use plastics.
- Identify the Key Performance Indicators (KPIs) to measure and report the impact of the campaigns developed and issue concise outreach reports to assess activities and analyze next steps.

Qualifications/special skills

Master’s degree in environmental sciences, international affairs, climate change, economics, public policy, or related fields.
A first-level university degree combined with an additional three years of qualifying experience can be considered in lieu of master’s degree.
Five years qualifying experience and familiarity with fashion industry, design and the substantiality is required.
Ability to conduct research and work independently. Familiarity with West Asia region; experience with environmental projects is an asset
Experience working in the UN or other international development organizations is an asset

Languages

Fluency in written and spoken English. Knowledge of Arabic language is desirable.
