Result of Service

With support from a reference group made of focal points from OCHA’s PRMB (DRS and ERPS), PFMB and HFSA, the consultant is expected to use both secondary and primary sources to collect further information to analyze and map out the top climate financing donors. Secondary information collected from literature and desk review will be complemented by virtual meetings with OCHA interlocutors and other stakeholders, including key multi-lateral organizations to learn from their experience. A mapping of top donors is to be developed, with detailed analysis, and engagement plans for potential high prospects.

1. Desk Review:
• Review of OCHA’s existing documents on climate financing engagement,
• Review existing literature on climate financing in relation to humanitarian resource mobilization, including UN (UNEP, UNDP, WMO), ICRC, international NGOs, research institutions, and reports by local Ministries and government agencies.
• Review relevant other strategy documents by multi-lateral organizations and others, evaluations and assessments, etc.

2. Virtual Meetings and Discussions with Key External Actors
• Conduct a series of virtual meetings with external stakeholders (key UN agencies, climate finance donors etc.) to better understand the climate financing landscape in relation to humanitarian assistance, including the structures and priorities within each donor entity of interest.
• Explore and report on ways to strengthen and expand the partnership with identified existing and potential donors.

3. Internal discussions and brainstorming
• Hold virtual meetings with various colleagues and entities within OCHA (incl. OCHA Regional Offices in Africa and Latin America) and other key stakeholders to discuss and brainstorm on the analysis/mapping and possible options for engagement with targeted climate finance donors.
• Develop an analysis of top donor prospects and associated engagement plans to allow OCHA to access climate finance.

Duties and Responsibilities

Under the supervision of the Chief of DRS, the Consultant will have the following duties and responsibilities:
• In cooperation with OCHA (DRS), further develop details of the workplan (see annex) as needed within the agreed timeframe
• Regularly convene and consult the reference group of OCHA’s focal points within DRS, ERPS, PFMB and HFSA (including the climate finance consultant) as a sounding board to ensure complementarity of work and alignment with OCHA’s priorities
• Conduct consultations with key stakeholders (government focal points, humanitarian partners, civil society, and the private sector) as relevant
Produce a final analytical paper and an associated engagement plan

Qualifications/special skills

A university degree in political science, climate change, international relations, international law, relevant technical field or other relevant area is required. An advanced university degree is desirable.
o A minimum of five years of professional work experience in international relations, fundraising/resource mobilization, public policy, public administration or another relevant social science and/or a professional qualification in fundraising or related field is required;
o Experience and successful track record in resource mobilization is required.
o Up-to date knowledge of and familiarity with climate change finance, including adaptation, mitigation and loss of damage actions, is required.
o Research experience is required.
o Experience in writing high-quality analytical reports is required.
o Knowledge of a broad range of multilateral actors, such as UN agencies and International Financing Institutions is required.
o Experience in working under the rules and regulations of the organization and the working culture and methods of the United Nations Secretariat is desirable.

Languages

Proficiency and demonstrated drafting ability in English is required.
