This position is located in the Department of Peace Operations, Office of Rule of Law and Security Institutions, Justice and Corrections Service (JCS). The incumbent reports to the Chief of Service or his/her delegate.
The Department of Peace Operations (DPO) provides political and executive direction to United Nations peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non governmental entities in the context of peace operations. DPO also provides guidance and support on military, police, justice, corrections, mine action and other relevant issues to other UN political and peace-building missions. The Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department's activities in the areas of police, justice and corrections, mine action and weapons/ammunition
management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform (https://peacekeeping.un.org/en/orolsi).
Within delegated authority, the incumbent will support JCS in planning corrections and justice aspects of new, evolving or ongoing peace operations, and supports justice and corrections components of existing peace operations, with a particular focus on the generation of justice and corrections government-provided personnel, including through:
• Support justice and corrections components in identifying the substantive expertise needed for successful mandate implementation, based on mission priorities and key rule of law developments;
• Support peace operations to develop job profiles based on a substantive understanding of justice and corrections mandates of peace operations;
• Identify innovative modalities and conduct continued and targeted outreach to Member States, international organizations, professional associations, and other partners to secure the justice and corrections expertise required by United Nations peace operations; Identify and liaise with new contributing countries of justice and corrections government-provided personnel;
• Organize periodic briefings to Member States on the requirements for and impact of government-provided personnel and conferences relating to corrections in peacekeeping;
• Lead processes related to the selection, recruitment, clearance and deployment of personnel, including in coordination with Permanent Missions, other parts of the United Nations system and partner organizations, as applicable; Maintain a database of nominated, cleared and deployed corrections and justice officers;
• Lead initiatives to advance gender parity among government-provided personnel in the framework of the Uniformed Personnel Gender Parity Strategy, including strategic outreach and recruitment campaigns; advocacy with contributing countries; pre-deployment training for women officers and other initiatives as required;
• Lead the development and review of policies and guidance materials in regard to the deployment of government-provided personnel;
• Contribute to the development of lessons learnt, best practices, guidance materials, training tools and corrections strategies and policies;
• Support the delivery of pre-deployment training and other capacity-building initiatives for government-provided personnel selected for service in the field;
• Support the mobilization of resources for justice and corrections programme delivery, including the development of project proposals and liaison with donors;
• Advance gender balance and geographical diversity in all aspects of work;
• Supervise one Associate Corrections Officer;
• Perform other related functions as assigned by the Chief of the Justice and Corrections Service.

Advanced university degree (Master's degree or equivalent degree) in law, social sciences or human resources management or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible professional experience in corrections or other parts of the justice sector is required.
Experience providing technical assistance for the development of justice and/or prison systems in a transitional, developmental or post-conflict setting is required.
Experience in a post-conflict or peacekeeping setting is desirable.
Experience working at United Nations Headquarters is required.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
