Cadre organisationnel

This position is located in the secretariat of the United Nations Joint Staff Pension Board. The Ethics Adviser reports to the Chair of the United Nations Joint Staff Pension Board. The focus of this job is to assist the Board in its interpretation and application of its code of conduct and ethics policy.

Responsabilités

The Ethics Adviser shall:

•Receive, review and advise the Board on conflict of interest disclosures and requests for authorization and guidance by Board members, alternate members, representatives and observers under the Code of Conduct or the Ethics Policy, including conflicts of interest and other ethical aspects of their conduct, and take action to confirm that in cases of a breach that has been considered by the Board, the decision of the Board has been complied with by the individual.
•Investigate and refer to the Board Chair filed ethics complaints where appropriate.
•Timely communicate the final disposition of ethics complaints to the Board Chair who shall advise the Board member, alternate member, representative or observer accordingly.
•Provide an annual report on his/her work to the Board in such detail as the restrictions in favour of confidentiality permit.
•Periodically undertake a review of the Code of Conduct and Ethics Policy and suggest any amendments to the Board, or other policies and practices to strengthen the ethical culture of the Board as appropriate and in line with requests of the Board and/or guidance of the General Assembly in this regard.
•Provide orientations, briefings and refresher sessions on the code of conduct and the ethics policy, as appropriate
•The Ethics Adviser may attend regular and special sessions of the Board, ex officio, and be available to provide advice to the Board in order to address any breach of the Code of Conduct or the Ethics Policy.
•In between Board sessions, the Ethics Adviser shall consider any matters referred to him/her by the Board Chair, a Board member, alternate member or representative or the decision of a member organization in a matter referred to him or her.
•The Ethics Adviser may assist in the appointment of Board committee members as required.
•Breaches of the Code of Conduct or the Ethics Policy arising in a Board sub-committee shall be referred by the Chair of the relevant Committee to the Board Chair, who shall refer them to the Ethics Adviser for review and recommendation.

Formation

Advanced university degree (Master's degree or equivalent) in business or public administration, law, social sciences, international affairs, or related area. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of 15 years of international professional and progressive work experience in public and/or private institutions, including government and/or an international organizations, in the practice of law / legal office, human resources management, ethics (systems in values & ethics or conduct & discipline, ethics and compliance programmes, codes of conduct or ethics, accountability & compliance frameworks, etc) is required.

Experience working in the United Nations common system is desirable.

Recognized relevant certification and knowledge of current industry best practices relating to corporate ethics and business conduct/practice is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Notice spéciale

This position is required only for limited period of time during the year. The UN Joint Staff Pension Board and its subcommittees meets during specific times of the year. The services of the ethics adviser are expected to be required for an equivalent working time of one month (throughout the year) but cannot exceed the equivalent working time of two months. The ethics adviser will be a “When Actually Employed” appointment in line with ST/SGB/283 from 29 August 1996.

The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.
