Background
The conflict in Syria has already claimed hundreds of thousands of lives, destroyed more than one-third of the country’s capital assets, and reduced its GDP to where it was some 17 years ago; and the toll is increasing daily. Millions of refugees have fled the country and millions have become internally displaced as a direct result of the conflict. Communities have become divided, and the conflict has become increasingly sectarian. The failure of belligerent parties to provide viable political solutions to the situation is contributing to the increasing militarization of the conflict with obvious risks and ramifications that can spill outside the country and drag neighboring countries into the conflict, with potentially detrimental impacts on stability as well as the social and economic development of the people of the region.
As part of its mandate to promote democracy and development of the region, ESCWA coordinated a Programme in 2012, the National Agenda for the Future of Syria (NAFS), to promote the establishment of a broad participatory framework to discuss options and scenarios for guiding Syrian stakeholders through the critical post-conflict process. A national agenda comprised of three parallel, yet interrelated tracks were designed to chart a roadmap for reconciliation and social cohesion, reconstruction and economic recovery, governance, institution-building and democratization. Reforms of these pillars are needed for the reconstruction of the Country. Phase III of the National Agenda for the Future of Syria will continue to engage Syrian stakeholders in the process of post-conflict transition by providing a forum for discussion on the strategic and logistical recovery and reconstruction needs of the country and promoting the necessary conditions for its implementation. The Programme is designed to target actors and needs at the local, national, regional, and international levels.
Under the supervision of the Programme Manager of the National Agenda for Syria Programme, the consultant will be responsible for the following duties:
1. Prepare and develop concept notes and proposals for key NAFS initiatives.
2. Review briefs and key papers, as required by PM.
3. Develop rationales for key activities and initiatives.
4. Prepare brief reports (one to Two pagers) summarizing Working Groups achievements in English.
5. Develop and review the newsletters for NAFS.
6. Support NAFS PM and staff in mobilizing resources from donors for the identified priority projects and in other requests.
7. Any other tasks as requested by PM.
A Master’s degree in one of the following majors: Political Science, International Relations, International Development, Business Administration, or any other related field is required.
A minimum of eight years of experience working with international development or humanitarian agencies, preferably in donor relations, resource mobilization, communication, or project development is required.
