The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
The objective of the Information and Communications Technology and Disaster Risk Reduction Division (IDD) is to strengthen information and communications technology (ICT) connectivity and enhance regional cooperation and capacity with the goals of improved management of disaster risk reduction and the associated socioeconomic risks, towards inclusive and sustainable development in Asia and the Pacific.
The Disaster Risk Reduction Section works towards improving the capabilities of ESCAP members and associate members to reduce the socioeconomic impact of disasters and build the resilience by mainstreaming disaster risk reduction, including those related to climate change adaptation, into sustainable development.
This position is located in the Disaster Risk Reduction Section, in the Information and Communications Technology and Disaster Risk Reduction Division (IDD). The incumbent reports to the Chief of Disaster Risk Reduction Section.
Under the direct supervision of the Chief of Disaster Risk Reduction Section, and overall supervision of the Director, Information and Communications Technology and Disaster Risk Reduction Division, the incumbent is required to perform the following functions:
1. Economic analysis:
(a) Develops socioeconomic databases and qualitative information necessary for regular and ad hoc analysis of socioeconomic impacts of disasters;
(b) Determines trends and patterns of socioeconomic impacts of disasters, and analyze the effects of alternative policies and assumptions;
(c) Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development;
(d) Identifies and analyses policy proposals made elsewhere relating to disaster risk management;
(e) Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions;
(f) Assists in the organization and servicing of expert group meetings, seminars, etc. on disaster risk management issues; and
(g) Prepares speeches and other inputs for presentations by senior staff.
2. Intergovernmental support:
(a) Prepares inputs for reports to intergovernmental bodies, including the Typhoon Committee and the Panel on Tropical Cyclones;
(b) Follows intergovernmental meetings and prepares summary reports;
(c) Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings; and
(d) Assists in the organization of panels, round tables, etc. on development issues for intergovernmental processes.
3. Technical cooperation:
(a) Participates in missions on development issues, usually as a member of a team;
(b) Organizes training seminars for national experts;
(c) Prepares documentation for technical cooperation programmes and projects;
(d) Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects; and
(e) Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.
4. General:
(a) Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services; and
(b) Undertakes on-the-job and other training activities, both internally and externally.
Professionalism: Ability to apply economic theories and concepts in different sectors of economic and sustainable development to support the analytical work on mainstreaming disaster risk reduction in development. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources for ex- ante disaster risk assessment for resilient development planning and ex-post damage and loss assessment for resilient recovery and reconstruction measures. Ability to understand risk analytics and disaster loss databases for evidence based policy decisions on mainstreaming disaster risk reduction and climate change adaptation. Shows pride in work and in achievements; demonstrates professional competence and mastery of disaster risk management; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Advanced university degree (Master’s degree or equivalent) in economics, disaster risk management or related field. A relevant first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in socioeconomic research and analysis, policy formulation, application of economic principles in development programmes or disaster risk reduction programmes or related area, including experience at the international level is required.
Experience in strategic planning and management or related methodologies for integration of disaster risk management into socioeconomic development process is desirable.
Experience in disaster risk management of the Asian-Pacific region is desirable.
Experience within the United Nations Common System or international organization is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

This is a temporary position and will be available until 31 May 2023. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
