The total duration of the assignment will be 42 working days, over three months starting from the date of signature of the contract.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The Compliance Assistance Programme (CAP) operating under the United Nations Environment Programme (UNEP) in West Asia is providing policy and technical support to West Asia (WA) Member States in complying with the Montreal Protocol (MP) for the phase out of ODS.
In 2016, the Parties to the Montreal Protocol adopted the agreement on phasing down hydrofluorocarbons (HFCs) at the 28th Meeting of the Parties in Kigali, Rwanda. The amendment entered into force on 1st of January 2019. The main aim of the amendment is to help reduce the production and consumption of HFCs, potent greenhouse gases (GHGs), and thus to avoid global warming by up to 0.4°C this century.
In order to promote ratification of the Kigali Amendment and support implementation of the HFC phasedown, the UNEP OzonAction Compliance Assistance Programme (CAP) in West Asia, as an implementing Agency of the Multilateral Fund, intends to prepare a roadmap to overcome the difficulties related to updating standards t national levels, harmonising standards at the regional level, and facilitate cooperation between West Asia countries under the MP.

Under the direct supervision of the Montreal Protocol Regional Coordinator/ West Asia, the Consultant will provide the technical support required to prepare a road map for West Asia countries to develop (update/ adopt) standards of the RACHP sectors under the Montreal Protocol and its amendments and in line with international publications and technological development. In particular, the consultant will:
- prepare a report on the latest international and regional standards of RACHP (related to the KA/ MP) that need to be adopted by WA countries;
- conduct a comprehensive analysis of the status of RACHP standards in West Asia;
- prepare a roadmap to develop the RACHP standards in WA

Qualifications/special skills

- Experience in preparing and updating RACHP international and national standards.
- Experience in implementing Montreal Protocol Projects related to promoting and adopting long term alternatives especially in HAT countries.
- Excellent analytical skills in capturing the reviews and suggestions that will emerge from the interactive sessions with concerned stakeholders.

Other Requirements: Computer skills, report writing and using Excel are crucial for the task.

Languages

Fluency in English is required. Knowledge of Arabic is an advantage.
