Cadre organisationnel

The Department of Operational Support (DOS) provides end-to-end operational support, advisory services and other solutions to the operating entities across the Secretariat, including other departments, offices-away-from-headquarters, field missions, and regional commissions.

The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat.

The Operational Training Section (OTS) is responsible for supporting clients in the design, development and delivery of operational support capacity development programmes in the areas of human resources, finance, supply chain management, healthcare management, occupational health and safety, data visualization and design, and ICT including training programs and knowledge management. The section is also responsible for the design, development and delivery of senior leadership governance and resource stewardship programs and operational support to the delegation of authority framework.

This position is located in the Operational Training Section (OTS), Capacity Development and Operational Training Service (CDOTS), Department of Operational Support (DOS). The Programme Assistant reports to the Programme Officer.

Responsabilités

• Assists in the coordination of programme/project planning and preparation work for processes for operational support capacity development and training programme/projects; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.

• Compiles, summarizes, and presents data visualization on various capacity development, operational training and knowledge management initiatives.

• Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.

• Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system.

• Serves as focal point for administrative coordination of programme/project implementation of various capacity building initiatives and activities, involving extensive liaising with a diverse organizational unit to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g., recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds,
procurement of equipment and services, etc.

• Compiles, summarizes and enters data on project delivery and performance reporting; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management.

• Drafts correspondence and communications related to all aspects of the programme/project administration summaries and other written outputs such as newsletters and analytical notes, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages.

• Assist in the preparation and administration of various survey and needs assessment initiatives, including review, analysis and interpretation of responses, identification of problems/issues and preparation of preliminary conclusions.

• Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains digital database; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.

• Provides guidance/training to new/junior staff.

• Performs other duties as assigned.

Compétences

Understanding of the functions related to capacity development and/or operational training services and their respective roles. Ability to independently identify and resolve a range of issues related to project/programme administration, implementation and evaluation. Formation

High school diploma or equivalent is required.

Expérience professionnelle

A minimum of five years of experience in programme or project administration, operational support for capacity development and training, knowledge management, or related area is required.

Experience in data visualization and design is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
