Background:
A recent review of the CRVS systems has identified the need to streamline key CRVS processes to facilitate changes in process accountability and resourcing using tools such as the CRVS Systems Improvement Framework. The consultant will be required to spearhead the CRVS country mentorship programme through which they will work with the key government agencies, major institutional stakeholders, clients and CRVS professionals to strengthen CRVS initiatives, assess, analyze and redesign CRVS business processes by using business process maps and other tools and aligning with the international standards, concepts, and best practices. The consultancy/ assignment will aim to strengthen CRVS improvement in the 9 selected countries.
Under the supervision and guidance of the chief of section of African Centre for Statistics (ACS) Demographic and Social Statistics of Section (DSSS) of the Economic Commission for Africa (UNECA), the consultants will deliver the following:
Duties and Responsibilities:-
The consultant in each country will:
Support and provide in-country technical assistance on CRVS systems strengthening;
- Raise awareness and promote the use of the CRVS systems improvement framework as a guide for the country to use a multi-sectoral and participatory approach to continuously assess and improve the performance of CRVS processes;
- Through south-south cooperation and peer learning, align CRVS processes with international standards, concepts and best practices;
- Provide technical advice and input into governance, resource mobilization, rationalization and pooling, and advocacy for sustainable improvement of CRVS;
- Document and share best practices in the countries selected for sustainable CRVS improvements.
Advanced University Degree (Master's) in Demography, Population studies, Public
health, Social sciences or related quantitative fields is required. A first-level degree (Bachelor's or equivalent) in the specified fields in combination of additional two years of relevant work experience may be accepted in lieu of the Advanced University Degree
Minimum of 2 years Experience in civil registration and vital statistics systems and its functions in the country or experience in health information systems and functions in the country ,experience facilitating
information systems planning, design and implementation projects ,experience facilitating business process improvement, process re-engineering, process redesign projects is required.
Experience with a standardized modeling notation to ensure consistent representation of business processes - preferably Business Process Model and Notation (BPMN) ,experience using a modeling tool (i.e. Bizagi, Visio, etc.) that support standardized modeling notation to ensure consistent representation of business processes
required.
English and French are the working Languages of the United Nations Secretariat. For this consultancy fluency in English is required. Knowledge of French, Spanish, Portuguese or another UN Language is desirable.
