Result of Service

- Support the planning and identification of TIP and SOM training needs in the Region.

- Support the planning and execution of training modules on TIP and SOM for education institutions for SADC member states.

- Participate in trainings and TIP and SOM meetings and providing technical inputs.

- Implement a technical assistance work-plan on multi-disciplinary trainings on combating trafficking in persons and smuggling of migrants for the categories mentioned in (b) above in selected SADC member states.

- Deliver training on the UNODC teaching modules to universities in the SADC region.

- Undertake training for various audiences including media, communities, first responders, social services and criminal justice practitioners in SADC Member States

- Provide specific TIP and SOM senior policy and technical guidance on TIP and SOM for Portuguese and French speaking countries in the SADC region.

- Output deliverable: Monthly report of activities undertaken.


- Provide high level policy guidance towards the execution of the SAMM TIP and SOM workplan in SADC states.


- Provide high level technical support in the strengthening of normative and legislative frameworks and strategies on combating TIP and SOM in selected SADC member states. This will be undertaken in line with clause 3 (a -i) as listed above in this TOR.

Duties and Responsibilities

UNODC teaching modules.


3. Specific tasks to be performed by the consultant

Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, the consultant will perform the following tasks:


a) Support the development of TIP Training Manual for SADC member states including Angola
b) Support the planning and identification of TIP and SOM training needs in the Region.
c) Develop tailored training packages for various audiences including media, communities, first responders, social services and criminal justice practitioners– preferably based on the TIP Regional Case Digest.
d) Implement a technical assistance work-plan on multi-disciplinary trainings on combating trafficking in persons and smuggling of migrants for the categories mentioned in (b) above in selected SADC member states.
e) Provide technical support in the strengthening of normative and legislative frameworks and strategies on combating trafficking in persons and smuggling of migrants in selected SADC member states.
f) Provide specific TIP and SOM senior policy and technical guidance on TIP and SOM for Portuguese and French speaking countries in the SADC region.
g) Deliver training on the UNODC teaching modules to universities in Mozambique
h) Support the planning and execution of training modules on TIP and SOM for education institutions for SADC member states
i) Provide high level policy guidance towards the execution of the SAMM TIP and SOM workplan in SADC states.

Qualifications/special skills

An advanced university degree (Masters’ Degree or equivalent) in Law, Criminology, Public Administration, Political Science, International Relations or Criminal Justice, crime prevention and/or law enforcement is required. A first level university degree in similar fields, in combination with two additional years of qualifying experience, may be accepted in lieu of
the advanced university degree.
A minimum of ten (10) years of professional experience in work, legislative drafting, national strategy and policy development or research in the area of serious and organized crime, human rights law or criminal law, including through direct work with multi-stakeholders bodies at national level is required
Proven experience in delivering workshops to develop legislation, policy, national strategies and action plans, as well as facilitation of high-level multi-stakeholder processes is desirable
Previous experience working with UN and/or Government entities is desirable
Good knowledge of local, regional and global human trafficking developments is desirable
Excellent legislative drafting or analysis, strategic planning, and presentation skills are desirable

Languages

- English and French are the working languages of the United Nations. For this post, fluency in oral and written English and Portuguese is required. Knowledge of another official United Nations Secretariat language is an advantage.
