Duties and Responsibilities

THE ORGANIZATIONAL SETTING
The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in developing intellectual property. The Revenue and Product Development (RPM) Section is part of the Technical Cooperation Bureau (TCB) and is focused on the organization's revenue-generating activities. The portfolio of revenue-generating activities includes publications, periodicals, databases, websites, training, printing, and events. The revenues generated by these activities are required to promote ICAO’s Strategic Objectives and carry out related Programme Support. The Section is responsible for the overall strategic planning, stakeholders’ collaboration, coordination, promotion, and distribution of these sellable products in close coordination with the other Bureaus/Offices of the Organization.

The E-Commerce and Publications Sales Unit (ECP) is responsible for the sales and electronic distribution of ICAO publications and products. The unit integrates digital systems in order to generate new revenue and support existing revenue streams.

Under the Head, E-Commerce & Publication Sales (ECP), the Technical Business Analyst must define, analyse and prioritize user and business requirements in support of both existing and new systems. As well, the Analyst will support the implementation, enhancement and maintenance of systems such as E-commerce, ICAO eLibrary, digital rights management (DRM), and other systems or databases.

MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Plan, define and implement new system requirements, achieving results such as:
• Analyse existing systems and business processes;
• Investigate and recommend systems and solutions;
• Document and prioritise requirements;
• Develop specifications for new or modified systems;
• Aid in writing user acceptance test (UAT) cases and act as a liaison for project stakeholders;
• Validate results though testing of systems and reports.

Function 2 (incl. Expected results)
Provide ongoing systems support around E-Commerce business operations, achieving results such as:
• Document and map the E-Commerce and Digital Rights Management (DRM) platforms and related business processes;
• Analyse stakeholder’s needs, requirements, and capabilities;
• Gather requirements for and develop e-Commerce reports and dashboards;
• Develop, test, implement and document automations and scripts to support e-Commerce operations;
• Plan and support implementation of integrations and software updates;
• Collaborate with technical and operational teams to plan and prioritise project work plan;
• Troubleshoot technical issues;
• Make technical recommendations and changes to existing applications;
• Create system guidelines and manuals;
• Conduct regular reviews of systems and generating reports on efficiencies and improvement areas;
• Run training sessions, workshops and informal knowledge sharing on system processes.

Function 3 (incl. Expected results)
Provide project management support to systems projects, achieving results such as:
• Manage and coordinate multiple tasks and deadlines;
• Prepare project documentation – plans, reviews, descriptions, project briefings;
• Maintain project reports including project plans, work packages, descriptions and risks;
• Determine and manage tasks, issues, risks, and action items;
• Schedule and facilitate scrum events, meetings, and decision-making processes;
• Monitor progress and project performance and help teams to make improvements;
• Structure and prioritise business requirements;
• Communicate plans with stakeholders for review and approval;
• Coordinate with internal and external resources.

Performs other related duties, as assigned.

Qualifications/special skills

Educational background:
- A first-level university degree in computer science, information technology, information management, business administration, or related field of study is required.
- A second-level university degree in a related field is desirable.
- Additional professional certificates in Agile Project Management or Scrum is desirable.

Professional experience and knowledge:
• A minimum of four (4) years of experience in systems analysis, design and implementation is required.
• Experience in Agile project management is required.
• Experience in process mapping using tools like Microsoft Visio is required.
Desirable
• Experience with E-commerce systems from a business operations perspective;
• Familiarity with programming languages such as PHP, JavaScript and database systems like MySQL;
• Experience with developing reports and dashboards using Business Intelligence tools such as PowerBI;
• Experience in aviation-related commercial business analysis.

Additional Information

It should be noted that this consultancy is to be filled for an initial period of twelve (12 months) with a possibility of an extension. This is a full-time position. Remote work from other location and/or telework is possible.

Please note that the monthly rate for Band B varies from CAD 5,097 to CAD 8,122 per month.
