The positions are located in the Joint Coordination Centre (JCC), which was established as part of the Initiative on the Safe Transportation of Grain and Foodstuffs from Ukrainian ports (the "Black Sea Grain Initiative" or BSGI), signed by the Russian Federation, Türkiye, Ukraine on 22 July 2022, to facilitate safe navigation for the export of grain and related foodstuffs and fertilizers from designated Ukrainian ports. The United Nations signed the BSGI as a witness, and the Parties request the assistance of the Secretary-General in its implementation, in furtherance of the humanitarian mission of the United Nations and subject to its authorities and mandates.
This temporary job opening is being advertised for the positions of Joint Operations Officer/Watchkeeper, based in Istanbul, Türkiye. The incumbents report to the Senior Programme Management Officer/Head of Operations, and serve as members of a dedicated Watch Room, monitoring and facilitating the movement of vessels participating in the BSGI.
Within delegated authority, the Joint Operations Officer/Watchkeeper is responsible for the following duties:
Monitoring and reporting:
• Gathers and analyzes information and data from UN and other sources , including but not limited to BSGI parties, BSGI operations team, vessel masters, shipping agents, World Food Programme and OCHA.
• Monitors major developments (political, operational, humanitarian, human rights, military, security and economic development), following the actions of relevant actors including parties to the BSGI, intergovernmental organisations, governments, non-governmental organisations, civil society, political institutions, armed actors.
• Prepares for review and eventual dissemination integrated reports within the BSGI parties and to headquarters, (including daily and weekly situation reports) about significant operational developments relating to implementation of the BSGI ; As necessary, researches and drafts special reports and prepares presentations related to operational issues, drafts correspondence addressing current operations, and official e-mails.
• Supervises and reviews the drafting and reporting products of other colleagues, including Associate Information Analysts as directed by the Head of Operations.
Crisis management support:
• Under the supervision of the Head of Operations, helps organise crisis management meetings within the BSGI parties.
• Liaises regularly with BSGI operations team and BSGI parties to provide timely information during a crisis for decision-makers.
Coordination of operations:
• Supports the organization of operational coordination meetings, as required, liaising with BSGI Operations team, and JCC parties and other entities as appropriate.
• Supports forward planning around anticipated movements and other developments.
• Provides support for the implementation of operational coordination decisions and mechanisms (coordination of vessel movements, communication with vessel masters and agents, etc.).
• Liaises regularly with other sections and the JCC parties to help coordinate operations.
Communications:
• Supports the facilitation of communication between BSGI Operations team leadership, BSGI parties and headquarters and other actors (as required).
• When required, performs Duty Officer duties to enable continuous monitoring and reporting coverage.
• Liaises regularly with the BSGI Operations team, BSGI Operations team support, the JCC parties, vessels participating in the BSGI and other entities as appropriate to maintain an up-to-date database of the contact details for key personnel.
Perform other tasks as required by the supervisor.

An advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five (5) years of progressively responsible experience in political or international affairs, information management and data analysis, civil-military coordination, humanitarian affairs, human rights, crisis operations and management, logistics or related field is required.
Prior exposure to circumstances requiring crisis management expertise, particularly as applied in an Operations Room context, is required.
Experience working in support of maritime operations and/or fleet management is desirable.
Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.
Experience working in a conflict or post-conflict situation is desirable.
French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Russian, Turkish or Ukrainian is desirable. Knowledge of another UN official language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
The temporary appointment/assignment is for a duration of six (6) months, with the possibility of extension. The selected candidate is expected to start as soon as possible. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
