Org. Setting and Reporting

This position is located in the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago de Chile. The Chief, Division of Production, Productivity and Management reports to the Executive Secretary.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities

The Chief, Division of Production, Productivity and Management, is responsible for the design formulation and timely execution of the division´s work program in accordance with the priorities of ECLAC. The incumbent formulates productive development policies to modernise and render internationally competitive the region's productive platform, and to keep it on a continuous more productive growth path via the incorporation, adaptation, and rapid diffusion of international best practices, the latest generation of productive development policies and instruments, and up-to-date technology most apt for the countries of the region.

Under the overall supervision of the Executive Secretary, the incumbent will be responsible for the following duties:

Manage and supervise the division to achieve and exceed, if possible, the division’s work plan, this involves:
a) Strategic planning of the work of the division’s units, establish priorities for Policy Research technical assistance and diffusion on an annual basis.
b) Monitoring execution of work program on a continuous basis but meeting regularly (every two weeks) with an agenda with unit chiefs and daily as needs arise with all personnel.
c) Assure availability of adequate extra-budgetary funding for field research and technical assistance missions.
d) Assure adequate diffusion of outputs to policymakers, academia and the media. Major policy proposals must give rise to publications, presentations by staff and advisory missions, seminars, conferences, and academic congresses, and, to the maximum instant possible, to media interviews and coverage.

Orientation of substantive work to assure the relevance and quality of Policy Research and the soundness of the policy proposals.
a) Identify the research agenda and suggest appropriate methodologies. Discuss research priorities with unit chiefs and team leaders at least twice a year.
b) Comment drafts and organise the vision seminars to discuss Staffs outputs.
c) Assure all research has policy implications and help identify promising policy proposals.
d) Conduct all research to keep in touch with field visits at least one time per month to keep in touch with real-world changes; keep abreast of literature in the field; and prepare at least one own research paper per year.
e) Lead team members’ efforts to collect and analyse data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need.

Development of the vision “esprit de corps” and best use of staff.
a) Motivate staff by explaining the importance of work and how it fits into the vision and ECLAC's needs; and setting an example of high professional standards and good human relations.
b) Prompt attention to staff needs professionally and personally.
c) Define assignments of personnel, play to each person's talents and tastes, and propose challenging but achievable work goals.
d) Prompt staff development by promoting advanced training by all staff members (sabbaticals) and encouraging publications outside of ECLAC.

Presentations and diffusion of ECLAC in matters pertaining to the division or ECLAC generally.
a) Represent the Executive Secretary in conferences or media on issues related to major topics pertaining to the division.
b) Provide media interviews while on missions and give special conferences or major topics related to the work of the Division in universities and academic fora.

Work implies frequent interaction with the following:
• Managers and staff within the Division, Executive Secretary, Deputy Executive Secretaries and Director of all ECLAC’s Divisions.
• Senior Staff within the UN Secretariat and other UN offices, funds, programmes and specialised agencies.
• Relevant departments of Regional Development Banks, World Bank, IMF, OECD, relevant think tanks and University Departments that have centres or excellence in the subject matter
• Representatives of Governments and representatives of non-governmental organisations.
• Chairs and members of intergovernmental bodies.
• Private sector representatives, as well as representatives from academia and science, technology, and innovation-related institutions
• Mass media.

Competencies

• PROFESSIONALISM: In-depth knowledge of development economics theories and concepts with special emphasis on national as well as subnational Productive Development Policies, sectoral development and innovation issues; proven ability to produce and/or supervise the preparation of research studies and reports; proven ability in the management of technical cooperation and capacity-building projects. Ability to analyse and interpret data in support of decision-making and convey resulting information to management. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Education

Advanced university degree (Master’s degree or equivalent) in economics, public administration, international development, or industrial engineering is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of fifteen (15) years in policy analysis, field research and/or advisory work (preferably all three) dealing with overall development issues with special emphasis on sectoral and technological development in the region is required. Relevant experience in Latin American and the Caribbean countries is an asset.

Relevant working experience at the national and subregional level in productive development policies is required.

Extensive experience in institutional relationship with national governments, NGOs and international organizations and bodies will also be an asset. Experience in multidisciplinary work environments is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Spanish is a working language of ECLAC.
For the position(s) advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is an advantage.

NOTE: ‘’Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Knowledge of’’ equals a rating of ‘’confident’’ in two of the four areas.
