Cadre organisationnel

The position is located in the United Nations Integrated Stabilization Mission in the Democratic Republic of Congo DRC (MONUSCO) based in Goma. The incumbent will report directly to the Principal Coordinator of the Stabilization Support Unit in the Office of the DSRSG/RC/HC. The Senior Programme Management Officer will lead and direct planning, implementation, monitoring and evaluation of programmes, operations, policy development and implementation, and other activities. The Senior Programme Management Officer will coordinate and collaborate with MONUSCO, UNCT and humanitarian stakeholders and clients, as well as with the provincial authorities and civil society organizations on the implementation of the Stabilization Support Unit mandated tasks and workplans.

Responsabilités

Within the delegated authority, the Senior Programme Management Officer will perform the following duties:

• Provides strategic and operational advice to Principal Coordinator Officer and mission Senior Management, on matters related to engagement with stakeholders and implementation of the stabilization support mandate.
• Takes the lead to coordinate, develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development planning, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions related to the implementation of the stabilization coordination tasks.
• Serves as an effective communicator and establishes collaboration and partnerships with key actors at all levels both inside and outside the mission, including the provincial authorities, UN entities and other international partners on strategic level mandated activities.
• Actively engages with the provincial authorities, including with the office of the provincial governors, security sector officials and Provincial Coordinators of the National Programme of Disarmament, Demobilization, Community Recovery and Stabilization (P-DDRCS).
• Engages with stakeholders to inform decisions of the senior leadership, on strategic level policy development, and implementation of the MONUSCO mandate.
• Coordinates policy development at the provincial level with the MONUSCO components, the United Nations Country Team (UNCT) and international partners.
• Directs and oversees research and programme evaluation and presents information gathered from diverse sources.
• Coordinate knowledge sharing; reviews, analyzes and interprets responses, identifies problems/issues and prepares recommendations and conclusions.
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Directs substantive support to consultative and other meetings, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• May perform other duties as required.

Monitors progress against milestones and deadlines. Regularly discusses performance and provides feedback and coaching to staff. Encourages risk-taking and supports creativity and initiative. Formation

An advanced university degree (Master’s degree or equivalent) in international relations, business administration, management, economics or a related field is required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in post-conflict policy development is required.

Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in collaborating with the host government and international partners in a field mission is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (oral and written) is required.

The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a temporary appointment for an initial 12 months and may be subject to extension.
