This position is located in the Policy Planning Team of the Policy and Best Practices Service (PBPS) of the Division for Policy, Evaluation and Training (DPET) in the Department of Peace Operations (DPO). The Coordination Officer reports to the Chief of the Policy and Best Practices Service.
DPO provides political and executive direction to UN Peacekeeping operations and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations.
The Policy and Best Practices Service (PBPS) is part of the Policy Evaluation and Training Division (DPET) of the Department of Peace Operations. It provides support to both DPO and DOS. The core function of PBPS is to help improve the efficiency and effectiveness of peacekeeping operations through the exchange of good practices between missions, the development of guidance material that reflects lessons learned, and thematic policy support in
selected areas. PBPS also leads several reform processes.
Under the direction of the Chief of the Policy and Best Practice Service (PBPS), the Coordination Officer undertakes the following functions:
A. Management of the Policy Planning Team and fund raising:
• To determine the requirements of the Policy Planning Team of PBPS to be met from the assessed and extra-budgetary sources.
• To coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.) as they relate to the Policy Planning Team.
• To raise extra-budgetary contributions from Member States and Organizations to the Policy Planning Team part of the trust fund.
• To coordinate funds contributed directly by Member States and Organizations for the activities of the Policy Planning Team.
• To provide information to donors on how the extra-budgetary contributions are utilized.
B. Coordination of the monitoring of the Implementation Process of policy implementation and associated lessons learned:
• Liaising with Member States and Regional Organizations to monitor the implementation of policies and associated lessons learned from peacekeeping operations.
• Liaising with Secretariat Departments to monitor the implementation of policies and associated lessons learned from peacekeeping operations.
• Liaising with Specialized Agencies, Funds and Programmes and NGOs to monitor the implementation of policies and associate lessons learned from peacekeeping operations.
• Liaising with Peacekeeping missions to monitor the implementation of lessons learned.
• To prepare annual status report on implementation of lessons learned.
C. Coordination of studies of policy development and/or associated lessons learned from peacekeeping operations :
• To coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies as they relate to UN peacekeeping,
• To collect information on National experiences of troop and police-contributing countries in peace operations.
• To organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, talking points for senior officials etc. as they relate to UN peacekeeping operations.
• To collect information on experiences of UN Secretariat and/or Specialized Agencies, Funds and Programmes in peace operations.
• To collect information on experiences of Non-Governmental organizations and research institutions in peace operations.
• To collect information on experiences of regional organizations in peace operations.
• To keep other Departments of the Secretariat and Specialized Agencies, Funds and Programmes informed of policy development and/or lessons learned from peacekeeping operations.
• To keep Peacekeeping Missions informed of policy development and/or associated lessons learned from other Peacekeeping Operations.
• To keep the PBPS teams informed about the concerns of Peace Operations and organize the response to meet these concerns as applicable.
D. Field Visits of the team and Special Committee on Peacekeeping Operations:
• To plan field visits to Peace Missions.
• To prepare the Terms of Reference of the field visits.
• To conduct interviews of mission personnel, locals and NGOs during the field visits.
• To coordinate the preparation of Reports from the field visits.
E. Organize and/or provide support to seminars, workshops and other meetings:
• To provide substantive backstopping to consultative and other meetings, conferences, including the Special Committee on Peacekeeping Operations and meetings of senior officials
• To ensure that the experience of troop contributing countries are taken into account in the preparation of concept offers for seminars and workshops.
• To select the participants to the seminars, workshops and other meetings on Lessons Learned from Peacekeeping Operations.
• To coordinate Committee activities during the seminar/workshops.
• To chair the Plenary Sessions of seminars and workshops in the absence of the Chief of the Unit

Uses time efficiently.
Advanced university degree (Master’s degree or equivalent) in international relations, political science, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in policy development, coordination, or project or programme management or related area, a minimum of three years of which should be related to UN peace operations is required.
Experience in a UN peace operation is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is temporarily available until 31 Dec 2023, with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
