1. BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, the Habitat Agenda, the Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and UN General Assembly Resolution A/56/206.
The project "Implementing the New Urban Agenda in Spain through National and Sub-National Urban Agendas” managed by the UN-Habitat Country Office Spain, aims to support the implementation of the New Urban Agenda in Spain through the promotion and establishment of urban agendas, policies and strategies at different levels of government. For 2023-2024, the project is funded by the Ministry of Transport, Mobility and Urban Agenda of the Government of Spain (national government) and the Department of Environment, Territorial Planning and Housing of the Basque Government (sub-national/regional government).
UN-Habitat intends to contract a Consultant for Technical Support to implement the work plan of this project and deliver the outputs and activities contained.
2. RESPONSIBILITIES
Under the supervision of the Chief Policy, Legislation and Governance Section (PLGS), and the oversee of UN-Habitat Office in Spain that will supervise that the outputs will be delivered accordingly, the consultant is responsible for providing technical support to the project "Implementing the New Urban Agenda in Spain through National and Sub-National Urban Agendas”.
1. Collect, review and analyze relevant documents and materials and suggest themes for Expert Group Meetings (EGM´s), Urban Forums and/or advocacy events.
2. Prepare a draft concept note and background documents for the EGM´s, Urban Forums and/or advocacy events including objectives, outcomes and structure.
3. Research of current national and international experts in the selected field of work, design of the program with consideration to structure, time, gender balance, territorial balance, and representation from all sectors, and recommendation of possible speakers.
4. Propose list of participants including contact details and research on their background and draft of their biographies for the event.
5. Draft of the guidelines of the events including both content and practical information for participants.
6. Draft intermediate and final reports of Expert Group Meetings (EGM´s), Urban Forums and/or advocacy events.
A first-level University degree in architecture, urbanism, social sciences, business administration or law is required.
A minimum of 2 years of progressive experience in project or program formulation and management, large event/seminar management, or related areas is required.
Understanding of development paradigms of urban topics is required.
Knowledge of the New Urban Agenda, SDG 11 and other SDGs related to cities and 2030 Agenda for Sustainable Development is required.
Language Requirements:
English and French are the working languages of the United Nations. For this position, fluency in spoken and written English is required. In addition, this position is in Spain and therefore fluency in spoken and written Spanish is also required.
