Result of Service

• Engage with the wildlife crime report development team to gain understanding of and help refine the content plan for WWCR3 and participate in finalization of some report inputs (prepared by other consultants)
• Review multiple inputs, including data analyses, case studies, commissioned thematic reports, additional field reports and prioritized literature sources;
• Review additional sources of data as needed;
• Prepare a provisional narrative for RAB intermediate review;
• Participate in a meeting of the Scientific Advisory Committee (SAC) designed to review the provisional narrative;
• Identify needs for data graphics and other key illustrations and the presentation of case studies;
• Prepare a review draft of the report for internal RAB and SAC review;
• Address review feedback and prepare a final draft report.

Duties and Responsibilities

In response to ECOSOC Resolution 2013/40, the current global research effort on wildlife and forest crime, is focusing on “organized crime networks involved in the illicit trafficking of specific protected species of wild fauna and flora, their parts and derivatives”.

In May 2014, UNODC launched its Global Programme for Combating Wildlife and Forest Crime (GP WLFC), aiming to improve cooperation and capacity of Member States to work locally, nationally, and internationally to prevent and combat wildlife and forest crime. The World Wildlife Crime Report (WWCR) was launched on 24 May 2016, laying the foundation for UNODC’s research work on wildlife crime. The report is now in its 3rd edition.
In preparing the World Wildlife Crime Report, UNODC performs a quantitative assessment of illicit wildlife markets by triangulating the data on supply, trafficking, and demand, primarily based on the official data submitted by parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The World Wildlife Crime Report also focuses research efforts on in-depth illicit trade case studies, using largely qualitative methods. The next report (WWCR3), targeted for publication before the end of 2023, is expected to focus on improving understanding of wildlife crime harms, trends, drivers and approaches to understanding what works in reducing its negative impacts.

Qualifications/special skills

• An advanced university degree (Master’s degree or equivalent) in social science, conservation, political science, international relations or criminology, is required.
• A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of 10 years of relevant progressively responsible professional experience in the field of crime research, including qualitative and quantitative research is required.
• Experience in the preparation of institutional research publications is required.
• Evidence of working at the research/policy interface and presenting evidence-based recommendations to affect policy is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
