Org. Setting and Reporting

1. Supervisor:
The incumbent of this post reports to the Chief Field Health Program HL11.

2. Supervisees:
The incumbent of this post provides direct supervision to a number of professional and general services staff members including: Field Laboratory Services Officer, Field Physiotherapist Services Officer, Field Nursing Services Officer Field Oral Health Services Officer and Health program Reporting Officer.

Responsibilities

The incumbent:
1. Advises and assists the Chief Field Health Programme in the planning and supervision of all matters related to developmental activities in the Field; makes recommendations and proposals to her/him concerning improvements in quality of health program.
2. Is responsible for coordination, integration and oversight of technical functions of Division Heads reporting to him/her and for the day-to-day administration of the Field Health Program; provides technical guidance to Program managers, Division Heads, Area Health Officers, Head Health Centres, and other health staff to ensure the effective monitoring and evaluation of the implementation of the Technical Instructions in UNRWA Health Centres; plans and directs in-service training for all Health staff assigned to the Medical Care Services Division, including training of Family Medicine Diploma for Medical Officers.
3. Is directly responsible for the implementation, supervision and evaluation of the Medical Care Services in the Field including general clinic services, dental care, laboratory services, physical rehabilitation, and radiology services as applicable, and the follows up on relevant daily, monthly, and quarterly reports.
4. Ensures implementation of technical instructions in all health care activities including Communicable, non-communicable diseases, promotion and protection services including maternal and child health care services, with follow up of the relevant reports; ensure medical supply and equipment operations are properly managed at the Health centres, supervises and finalizes all Health Program reports of activities in different divisions.
5. Ensures having community engagement platform and good implementation of community active participation at the HP at both Field level and Area level.
6. Maintains good working relations with concerned officials in governmental, non-governmental and subsidized or contracted health institutions for co-ordination of services and activities.
7. Performs such other duties as may be assigned which includes acting for the Chief, Field Health Program during the latter’s absence.

Education

1. A university degree from an accredited educational institution in medicine including an internship of at least twelve-month duration.
2. Advanced University Degree (Master’s degree or equivalent) in public health.

Job - Specific Qualification

A license to practice medicine in the country of duty station is required.

Work Experience

It is required to have at least eight years of progressively responsible relevant professional working experience in a public health administration of which at least three years should have been in a supervisory health position preferably with UNRWA.

Languages

Excellent command of spoken and written Arabic and English.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Type of Contract: Fixed Term Appointment

Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

Conditions of service:
• Basic Salary: Monthly basic salary from $3,134.20; and monthly dependency allowance up to $123.25.
• Leave: 36 days of annual leave for staff attending UNRWA duty stations with six-day working week. 30 days of annual leave for staff attending UNRWA duty stations with five-day working week.
• Pension: Provident Fund contribution (15.2% of basic salary paid by the Agency)
• Other conditions of service and benefits may apply.

Other Information
1. Is required to travel frequently in the Field in the performance of the required duties.
2. A driving license in the country of the duty station.

This vacancy notice is open to internal candidates. Only candidates residing in Gaza Strip, and within commuting distance of the duty station with authorization to work in the duty station at the time of application are eligible to apply.
