Result of Service

• Develops a requirement and development plan for UNTimorLeste second language website launch
• Provides support on improving technical backend functionalities
• New second language website developed and integrated into the UNTimorLeste website
• Develop a user manual and deliver a webinar for the support staff and system administrators to perform
• content upload, system maintenance and administration.
• Provides administrative and technical support, quality control
• Provides translation, videography, video editing, graphic designing, and other IT, software, and related ancillary services
• Provides software corrections and quality assurance

Duties and Responsibilities

Under the overall guidance of the RCO Communications Officer/Head of Communications, the Individual Contractor will support UN Timor-Leste and will focus on the following areas:

• Web site maintenance: The Individual Contractor will maintain a full backup of the website through the duration of the contract. The backup, code and source files will be delivered in full to the client on the closing of the contract.
• Web site content updates: The Individual Contractor will assist with content updates including translation for both websites (English and second language)
• Redesigning: The landing and other pages of the UN Timor-Leste
• Repairs and fixes: All related to errors, bugs, and broken links. Both internal and external links should be checked. A link checker can be run to look for broken links that frustrate the users and reduce the search engine rankings.
• Browser compatibility testing: Ensure that all aspects of your website are functioning properly in the most common browsers.
• Software update: The critical software site relies on should be updated.
• Website backups: Periodic database backups
• Analytics: Through Google Analytics dashboard, check the important metrics of the site
• Functionality: Check all the important functionality to ensure that everything is working smoothly.
• Website content: Content revisions and uploading of new information
• Audio-visual editing: Web editing, photo editing, photography, graphic designing, and short social media videos
• Any other related tasks assigned

Qualifications/special skills

Relevant degree/diploma/certificate in digital communications/web maintenance or related fields
Understanding of end-user needs to match with adequate technical solutions
Strong track record in website design; security and administration; Google Analytics; Search Engine Optimization
Familiarity and relevant experience in using different Content Management Systems
Have a broad knowledge of current web development technologies and design tools in the field, and new
software and other web programming languages and programme
Have excellent knowledge of recent trends in graphic design, websites, video editing, including online video publishing, and social media networking
Proven experience of at least 3 years in web design & maintenance, digital productions including video production, editing, and graphic designing within the international development context
Previous working experience for the UN is an asset

Languages

Fluency in English and Tetum are required, and Knowledge of the other UN official working language is an asset
