- Establishing law enforcement contacts with Senior Law Enforcement officers in SADC member states, Interpol and in SARPCO.
- Establishing contacts and engagement with the BMA of South Africa, SAPS and the Department of Justice and Constitutional Development.
- Establishing high level engagements and contacts within the government departments mentioned in 3(c) regarding border management and engagement with law enforcment.
- Development of a high-level regional law enforcement strategic engagement plan for the purposes of coordinating:
a) Border law enforcement
b) Training Schools (urban)
c) General police trainings
- Provide technical and operational support to Law Enforcement Officials during pre-planning, operations & review of intelligence driven operations targeting trafficking in persons and smuggling of migrants syndicates in SADC region in line with agreed technical assistance plan with the INTERPOL Regional Bureau for Southern Africa in Harare and with SADC in Gabarone.
- Develop a framework for a coordination mechanism between the BMA of South Africa, UNODC, Interpol and SARPCO.
- Provide technical support in training(s) undertaken for law enforcement in SADC countries.
- Provide case mentoring for investigators on on-going investigations related to smuggling of migrants and trafficking in persons in line with agreed technical assistance plan with INTERPOL Regional Bureau for Southern Africa based in Harare and with the SADC Office in Gabarone.
- A report on each case/ on the cases mentored as well as trainings delivered (at least three) will be required as a deliverable

The purpose of the assignment is to support the work of UNODC against trafficking in persons and smuggling of migrants in the SADC Region within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime, as well as support the implementation of joint SADC-UNODC’s Regional Programme entitled Making the Southern African Development Community (SADC) Region Safer from Crime and Drugs (2013 – 2023). The candidate will implement law enforcement trainings in Zambia and with countries neighbouring Zambia being Angola, Botswana, the Democratic Republic of the Congo, Malawi, Mozambique, Namibia, and Tanzania.
Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, the consultant will perform the following tasks:
a) Support the Programme to enhance high-level engagement and partnership with law enforcement authorities in SADC member states..
b) Support in engagement with the BMA on approaches to border law enforcement, protection of victims’ rights and provision of social services.
c) Support in high-level engagement with regarding border managmenet, trafficking in persons and smuggling of migrants with the following government departments in South Africa: Home Affairs; Forestry, Fisheries and Environment; Agriculture, Land Reform and Rural Development;Health; Social Development and Justice and Constitional Development.
d) Provide technical expertise to SARPCO and Interpol and coordination support between law enforcement officials in SADC member states, SARPCO and Interpol to strengthen pre-planning, operations & review of intelligence driven operation BASADI targeting trafficking in persons and smuggling of migrants syndicates in the SADC region in line with agreed technical assistance plan with the INTERPOL Regional Bureau for Southeren Africa.
e) Provide continuous support to SAPS and SARPCO/Interpol including providing law enforcement expertise for the planning and execution of intelligence driven operations targeting both trafficking in persons and smuggling of migrants’ syndicates in the SADC Region and participation in trainings and meeting.
f) Provide case mentoring for investigators on on-going investigations related to smuggling of migrants and trafficking in persons in line with agreed technical assistance plan with INTERPOL Regional Bureau for Southern Africa.
g) Contribute to research on trafficking in persons and smuggling of migrants in the Region by identifying key and emerging issues, from the engagement with law enforcement and from the various trainings, mentoring and operations.
h) Provide substantive inputs to the development and implementation of UNODC projects on smuggling of migrants and trafficking in persons under the purview of the Law Enforcement Section and TIP/SoM Programme Unit.
i) Draft and submit an output oriented final report for activities supported and any relevant annexures.
- An advanced university (Master's degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
- At least ten (10) years of professional work experience in law enforcement and investigation of organized crime, intelligence, etc., as well as practical experience in working in law enforcement crime units at the national and/or international level is required
- Work experience on Transnational Organised Crime – including on trafficking in persons and/or smuggling of migrants is required.
- Work experience in mentoring, training and supporting national agencies in charge of countering organized crime is desirable
- Work experience in Africa in the field of law enforcement is desirable
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
