Duties and Responsibilities

DESCRIPTION OF DUTIES AND RESPONSIBILITIES (part or all the following)

• Pre-sales
- Drafts proposal.
- Has broader view of technology stack offering in Cloud, SaaS products.
- Ballpark estimation.
- Roadmap
• Business Analysis
- Conducts requirement discovery workshops.
- Captures initial & evolving business needs.
- Reflects and affirms understanding of customer’s needs using standard industry practices & tools.
• Prepares collaterals to present use-case, needs, personas, stakeholders’ role & responsibilities.
• Produces high quality and concise requirements and design documents which accurately reflect the business requirements and can be clearly understood by all members of the team.
• Appreciates the value of working collaboratively with the business users throughout the development process.
• Grooms product backlog.
• Creates Epics, Features, User stories with relevant acceptance criteria.
• Communicates with all stakeholders (customer, technical team, and PO) to make sure that there is no gap at any level.
• Supports developers by participating in Unit/Integration Testing.
• Performs any other duties as required.

Qualifications/special skills

Academic Qualifications:

A university degree or master’s degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines.

Experience:

• A minimum of 7 years of experience for a bachelor’s degree and a minimum of 5 years for a master’s degree in business process design and improvement.
• Experience in Business analysis tools and methodologies.
• Experience in Pre-sales, Proposal drafting
• Experience in Atlassian – Jira, Confluence, Azure DevOps
• Familiarity with software development process, including requirement gathering, analysis/design, development tools/technologies, release/version control, contemporary testing methodologies and deployment management.
• Excellent listening, interpersonal, written, and oral communication skills.
• Excellent analytical skills, Logical and efficient, with keen attention to detail.
• Ability to drive change through stakeholder management, without confrontation.
• A high degree of initiative, being independent and able to work with little supervision.
• Be able to work in multiple projects at the same time
• A high level of personal integrity, as well as the ability to professionally handle confidential matters, and show an appropriate level of judgement and maturity
• Experience with Project Management methodologies (PRINCE2/PMP, SCRUM, Agile methodology)

Desirable Qualifications

• Basic knowledge of other recognized UN languages.
• Certified Business Analysis Professional.
• Master’s university degree in Computer Science, Computer Engineering, Information Technology is a plus

CONDITIONS OF SERVICE

• The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
• Remuneration for this consultancy will be around $1,800 per month, subject to candidates’ qualifications and experience.
• The incumbent can be from any of the UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank, but will report to HQ Gaza).

Additional Information

UNRWA has signed a Memorandum of Understanding (MoU) with the United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza and all fields. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to the UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.

The United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

The UNRWA Information Management and Technology Department (IMTD) is seeking a Senior Business Analyst Specialist who will analyze the business needs and problems for ongoing and new projects. Everyone working hands-on with the business users over creating piles of documentation and communicating their requirements through epics, features, user stories, and business process flows. “okstar” with a perfect blend of pre-sales, technology, and good business acumen.

The consultant will report administratively to the Head Information Technology Service Centre in Headquarter Gaza and technically to United Nations International Computing Center (UNICC).
