Result of Service

The consultant is expected to deliver the following outputs during the year according to a workplan and timeline that will be developed upon signing the contract:

- To organize and oversee the implementation of three regional workshops in support of Arab countries implementation of the Beijing Declaration and Platform for Action in the Arab Region.
- To develop training and capacity building material and presentations for government and national stakeholders.
- To conduct and facilitate training sessions and discussion meetings with various stakeholders.
- To carry desk reviews and research relating to various areas relating to gender equality at global, regional, and national levels.
- To develop concept notes for and organize side events in the context of CSW67 in coordination with partner member states.
- To organize activities related to the 16 Days of Activism to Combat Gender-based Violence.
- To organize activities related to International Women’s Day (8 March).

Duties and Responsibilities

In the context of ESCWA project on Strengthening the implementation of the Beijing Declaration and Platform for Action (BDPfA) in the Arab Region, ESCWA is planning to provide support to NWM to enhance the collective work at the regional level to fulfill commitments made in the 2019 Declaration to advance the status of women. According to the Regional Review on Implementation of the Beijing Declaration and Platform for Action after 25 years, five priorities have been identified by the Arab States to improve the status of women in the region, which include:
1) The elimination of violence against women and girls.
2) Women’s political participation and representation.
3) Equality and non-discrimination in legal and justice systems.
4) Women’s right to employment and their rights in the workplace, entrepreneurial businesses for women; and
5) Support for women’s organizations.

In preparation for the Beijing +30 review, scheduled to take place in late 2024, ESCWA is will be carrying out focused activities in support of the governments in the Arab region to implement recommendations made during the Beijing + 25 review to advance the status of women. Those include carrying out several regional meetings aiming at building the capacity of the Arab states in adopting policies that support the implementation of regional priorities and provide technical assistance to some Arab countries in advancing specific national priorities in BDPfA.

Towards that end, ESCWA would like to hire a consultant to lead the implementation of the project deliverables and carry out several activities in support of ESCWA work in advancing gender equality and women empowerment in the region.

Duties and responsibilities:

• Contribute to the planning and organization of regional and national meetings and workshops, and to the substantive servicing of these events including the selection of participants, development of background documentation, preparation of reports, etc...
• To provide technical assistance to governments and other bodies in the formulation and implementation of policies and programs related to gender equality and gender mainstreaming.
• To design, monitor, backstop and assess the implementation of technical cooperation programmes and projects.
• To conduct training seminars and workshops for government officials and other stakeholders.
• Undertake research and contribute to the development and drafting of background papers, policy briefs and training material on a wide range of topics relevant to gender equality and women empowerment (e.g., gender mainstreaming, gender issues, UN SCR 1325, violence against women, women participation, employment, the SDGs, etc.)
• To prepare global, regional, national, or sectoral analyses that provide a basis for advising national governments on gender equality and gender mainstreaming.
• To conduct training seminars and workshops for government officials and other stakeholders.
• Prepare data collection tools and undertake analysis as needed.
• Undertake other duties as needed.

Qualifications/special skills

A Master's degree or equivalent in Gender Studies, Sociology, Economics, or other social science or any other related field is required.
A Bachelor’s degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible professional experience in socio- economic development, policy analysis, sociological research or related area and gender equality is required.
Knowledge of the status of women and gender relevant policy reform in the Arab region is desirable.
Previous experience in policy analysis and development is also desirable.

Languages

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, English in is required. Knowledge of Arabic and French is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
