Cadre organisationnel

The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis.

Chiefs of Section are responsible for all aspects of the work programme(s) under their responsibility, and work collaboratively with other Chiefs within and outside the Bureau, Deputy Directors, Regional Directors, and other stakeholders, as needed, to ensure a coordinated approach to the implementation of the assigned work programme(s). Incumbents provide management oversight of their assigned Sections and inputs for the development and revision of the related policies and procedures. Programme and policy guidance, and operational framework objectives and resources are provided by their supervisors.

The Chief, Remotely Piloted Aircraft Systems (RPAS), reports to the Deputy Director, Air Navigation and Aviation Safety. C/RPAS is the focal point within the Organization for unmanned/remotely piloted aviation and advanced air mobility and is responsible for managing and coordinating developments in these areas. Coordination of such activities involves interaction with other Sections, Bureaus as well as the Regional Offices. S/he supervises all Professional and General Service staff of the Section and is responsible for his/her actions and decisions as well as for the quality of services delivered by all staff members of the Section.


Function 1 (incl. Expected results)
Leads and manages the Organization’s strategy/work programme in the area of unmanned/remotely piloted aviation and advanced air mobility, in coordination and collaboration with other Section Chiefs, and in consultation with the Regional Offices, achieving results such as:
• Lead the development and delivery of ICAO’s initiatives intended to address relevant priorities/issues identified by States, industry, and/or other stakeholders in the unmanned/remotely piloted aviation and advanced air mobility (AAM) sectors.
• Identify relevant emerging trends at the global and regional levels and develop an appropriate response to mitigate any associated risks.
• Liaise and coordinate with various Bureaus, internal and external Sections and entities on matters related to the work programme and technical disciplines of the Section.
• Provide specialist advice and guidance on the inclusion of unmanned/remotely piloted aviation and advanced air mobility into the GANP and GASP, and other plans and documents, as appropriate.
• Provide effective and efficient support to the governance and technical deliberative bodies of the Organization, including the Assembly, the Council, Committees, Panels, Study Groups and relevant working groups, and any other constituent bodies related to unmanned/remotely piloted aviation and advanced air mobility.
• Promote and oversee States’ compliance with relevant Annex(es) of the SARPs.
• Develop strategies to ensure the continued availability of competent and well-trained personnel in all domains relevant to the programme.

Function 2 (incl. Expected results)
Leads and manages the development of proposals and timelines related to the amendment and implementation of provisions in the relevant Annex(es) to the ICAO Convention and related ICAO documents, guidance materials, and circulars, achieving results such as:
• Ensure the development of appropriate recommendations to address relevant issues raised by States and international organizations on aspects of civil aviation.
• Supervise the preparation and analysis of proposals for amendment of relevant Annex(es), associated guidance material, and procedures to reflect/address operational needs, new trends, and technological developments.
• Oversee related amendments to other documents, such as manuals, to facilitate the implementation of Annex requirements.
• Coordinate and supervise the development of action plans to address emerging issues.
• Supervise the development of provisions necessary for the implementation of regulatory and operational improvements; oversee the finalization, publication and implementation of agreed provisions.
• Maintain the currency and accuracy of relevant Annexes and procedures.Ensure all staff are kept abreast of significant trends and technological developments in the fields related to the work programme.

Function 3 (incl. Expected results)
Manages and supervises the development and presentation of working papers for the ICAO Council, the Air Navigation Commission (ANC) and international meetings on matters related to initiatives in the unmanned/remotely piloted aviation and advanced air mobility areas, achieving results such as:
• Ensure the accurate preparation and delivery of comprehensive working papers, State letters and other documentation required to present or defend Annex amendment proposals to the ANC and ICAO Council.Provide comprehensive working papers to facilitate technical discussions during ICAO meetings and conferences.
• Lead and/or participate in the discussion of such papers and provide information regarding the work programmes and technical disciplines of the Section, as required.
• Coordinate and ensure the necessary follow-up on actions resulting from the discussion of papers and related recommendations, decisions or outcomes reached during panel and working group meetings.

Function 4 (incl. Expected results)
Manages and supervises the development and conduction of symposia, workshops, training courses, and tools to support States and Regional Offices related to initiatives in the unmanned/remotely piloted aviation and advanced air mobility areas, achieving results such as:
• Develop strategic plan for the organization and conduct of symposia and workshops, taking into consideration emerging trends in the subject areas, needs identified by Member States, United Nations aviation entities, international organizations and industry.
• Ensure the timely preparation of event programmes, administrative and logistical requirements for executive approval; and coordination of hosting agreements for events hosted outside of Montreal HQ.
• Coordinate with Global Aviation Training (GAT) and serve as technical expert for the development of training courses in support of the evolving ICAO technical developments in the unmanned/remotely piloted aviation and AAM areas. Deliver briefings, working papers and other documentation to support meetings and conferences.
• Supervise the development of tools to facilitate States’ in meeting their obligations under the Chicago Convention.
• Promote information exchange between HQ and Regional Offices to ensure situational awareness, monitor progress against work plans, and orient Regional Officers on developments in policy and programme activity.
• Supervise assistance provided by the Section to technical cooperation projects, including the review of ensuing technical reports.

Function 5 (incl. Expected results)
Serves as the ICAO subject matter expert on matters related to unmanned/remotely piloted aviation and advanced air mobility, achieving results such as:
• Act as ICAO subject matter expert on matters related to the work programme, and provide recommendations for mitigation of possible risks.
• Direct the preparation of technical studies, publications and correspondence for transmittal to Contracting States and international organizations; ensure all documentation is of high quality and consistent with ICAO policies.
• Provide specialist advice and guidance to States, the ANC, the Council, ICAO Bureaus, Sections and Regional Offices to facilitate informed decision-making and ensure the implementation of the provisions contained in the relevant Annex(es) and other ICAO documents.
• Act as a focal point to United Nations aviation entities, stakeholder organizations and groups on matters related to the programme.
• Oversee the planning, organization, and delivery of seminars, meetings, conferences, and/or symposia on the related subject matter.
• Manage study group meetings to produce guidance on the development of new SARPs.
• Undertake missions to States and represent ICAO at international meetings, and on other platforms, to promote ICAO’s policies, strategies and provisions in the relevant field(s).
• Collaborate with UN organizations on the formulation of global standards and policies, for enhanced knowledge-sharing and data exchange.

Function 6 (incl. Expected results)
Leads, manages, and supervises the work and staff of the Section, achieving results such as:
• Develop and manage the overall work plan of the Section.
• Coordinate the execution of work activities and ensure their efficient performance, as well as their alignment with ICAO Strategic Objectives, policies, regulations and business plans.
• Plan and allocate budget and work assignments; ensure effective utilization of resources assigned to the Section; integrate reporting processes into all Section activities.
• Provide guidance and supervision to the staff assigned of the Section; coach, mentor, and manage performance evaluation of staff.
• Proactively identify and resolve issues that impede the effective and efficient conduct of the activities of the Section.
• Oversee the orderly and safe conduct of missions carried out by Section staff and short-term experts engaged by ICAO.
• Oversee the review and control of working papers, reports, briefings, news releases and other deliverables emanating from the Section.

Function 7 (incl. Expected results)
Develops capacity-building partnerships and attracts voluntary contributions/resources, achieving results such as:
• Lead integrated HQ-Regional Office planning, delivery, assessment, and reporting of related technical assistance and capacity development projects and activities.
• Build constructive and productive relationships with the donor community, notably the States, international and regional organizations, and industry members in a position to offer resources, including through secondments.
• Develop and prepare ICAO strategies and proposals to mobilize resources.
• Negotiate with States, Regional Offices and other donors to secure capacity-building agreements and partnerships.
• Identify opportunities to obtain extra-budgetary resources to address new and evolving assistance projects.
• Stimulate partnerships with other international and regional organizations and with industry to promote the implementation of relevant Annex(es) and guidance material.

• An advanced university degree (Master’s degree or academic equivalent) in an aviation-related field, or a scientific or technical discipline is required.

Expérience professionnelle

• A minimum of twelve (12) years’ experience in senior positions in the field of aviation safety, air navigation, air transport, or a related area, with an international or regional organization, national government, or major service provider (airport, airline, or air navigation services provider), or the aviation industry is required.

• Five (5) years of experience in the development and delivery of initiatives aimed at enhancing civil aviation at the international or regional level is required.

• Experience in developing, implementing or overseeing ICAO SARPs, policies, procedures and guidance material is required.

• Experience in strategic and operational planning, processes and documentation, and programme development is required.

• Experience in managing and supervising a diverse team is required.

• Experience in the management of projects/programmes at national, regional, or international levels is desirable.

• Experience in the development and delivery of training is desirable.

• Experience in conducting and delivering services to international meetings is desirable.

• Experience in policy negotiations and public relations is desirable.

Connaissances linguistiques

Fluent reading, writing and speaking abilities in English is required.
A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.
