Org. Setting and Reporting

This position is located within the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in the Joint Mission Analysis Centre (JMAC), duty station Bamako. The incumbent will serve as Information Analyst, Political affairs Officer, and reports to the Chief JMAC.

Responsibilities

The Joint Mission Analysis Centre (JMAC) is a multidisciplinary analysis unit within the Office of the Special Representative of the Secretary General of the United Nations Multidimensional Integrated Stabilization Mission in Mali. JMAC manages information and produces analytical materials intended to create comprehensive situation awareness, threat assessment, and support forward planning and policy to improve the effectiveness and efficiency of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA).
Under the overall direction of the Chief of JMAC, the P4 Information Analyst, Political Affairs Officer is responsible for:
• Maintain an understanding of the political, security, social-economic, development and humanitarian situation in the mission area and in the region, through monitoring and gathering data/information on developments/events from multiple sources including MINUSMA civilian/military/police components, the UNCT, national military/civilian authorities, NGOs, media and other key stakeholders.
• Classify, manage, store and transfer information by using JMAC information management processes and systems.
• Organize, analyze, and synthesize information to support the production of accurate and timely JMAC analytical products and briefings, in coordination with other Mission components and resources.
• Identify emerging issues, trends and dynamics and forecasting threats that may have implications on the implementation of MINUSMA mandate. In consultation with the Chief JMAC and other relevant Mission components, ensures the development, application and improvement of JMAC tools in predictive analysis/forecasting.
• Critically assess the quality of information, resolve apparent contradictions, and identify potential biases of information sources.
• Independently provide and produce accurate and timely integrated analysis, assessments, maps and other JMAC products which support data driven decision-making, policy development and planning by Senior Mission Leadership. Assist the Chief JMAC in overseeing the timely production of quality JMAC reporting products and in ensuring information security as well as proper dissemination.
• Provide briefings to the Mission Leadership Team, senior UN staff and visiting delegations and represent the JMAC in meetings as required.
• Contribute to effective working relationship within the JMAC and other UN Mission components, the UNCT and relevant external actors and organizations. Meet with relevant stakeholders, identify new sources of information to help fill information gaps; develop and maintain network of contacts that can be leveraged to provide unique insight and contextualization to inform JMAC analysis and to complement other information sources.
• Support the Chief JMAC in the supervision and management of a diverse, integrated JMAC team. Assist the Chief JMAC in his/her duties as required
• Perform other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of a minimum of seven (07) years with a master’s degree or nine (9) years with a bachelor’s degree of progressively responsible experience in the intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required.

Excellent analytical, drafting and briefing skills are required.

Field experience in a complex security environment is required.

Experience supervising or managing integrated and multidisciplinary teams is required.

Experience working in an integrated civilian-military-police environment is desirable.

Experience in the Mission's geographical region of operations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French is required.

Assessment
