UN General Assembly resolution 72/279 welcomes a revitalized, strategic, flexible and results/action oriented United Nations Development Assistance Framework (UNDAF) as the most important instrument for the planning and implementation of United Nations development activities in each country, in support of the implementation of the 2030 Agenda for Sustainable Development. The revitalized UNDAF which is now, renamed the United Nations Sustainable Development Cooperation Framework (UNSDCF) is a strategic, medium-term results-oriented framework based on normative programming principles that describes the collective vision and response of the UN system to key national development priorities and gaps in their pathway towards meeting the SDGs. The Cooperation Framework must also embody the spirit of partnerships that are at the core of the 2030 Agenda. That means partnerships with host governments -- but also partnerships with all stakeholders – civil society, academia, parliaments, the private sector, bilateral partners - to leverage strengths and drive transformative change in the host country.

The 2018-2022 UNDAF+ in the Central African Republic is now coming to the end of its cycle, and the new UNSDCF covering the period from 2023 to 2027 is developed and jointly signed by the Government and United Nations on 12 December 2022. As the next partnership strategy between the Government and the UNCT towards the achievement of the Central African Republic’s sustainable development, the Cooperation Framework is aligned on government priorities, such as the National Recovery and Peacebuilding Plan (RCPCA) which will complete its cycle in December 2023. The Cooperation Framework also outlines the UN development system’s contributions sought by national stakeholders to reach the SDGs in an integrated manner, with a commitment to leave no one behind, in line with human rights and other international standards and obligations.

In the meantime, the Government has launched the preparation of its second Voluntary National Review (VNR) after the acceptation of its request by the President of the Economic and Social Council to place the country on the list of countries participating in the VNRs at the 2023 High-Level Political Forum (HLPF) on sustainable development. As in 2019 for its first VNR, the Central African Republic is expected to submit the Main Messages and an electronic copy of the VNR to the UN Department of Economic and Social Affairs on May and June, respectively, before presenting the VNR at the HLPF in July 2023.

Conducted annually, the VNRs process aims to facilitate the sharing of experiences, including successes, challenges, and lessons learned, with a view to mobilize multi-stakeholder support to national priorities and, beyond, to accelerate the implementation of the 2030 Agenda.

To facilitate the preparation of CAR’s second VNR report, the UNCT, through the RCO, intends to recruit a national consultant who will be responsible for supporting all the process and the work of consultants’ team already hired by UNDP, in collaboration with the government at central and local levels, all UN entities, international partners, OSCs, medias, universities, etc.

In parallel, the Consultant will also support the RCO in updating the CCA for the beginning of 2023 in collaboration with all resident and non-resident UN entities in CAR, MINUSCA, national partners and other international organizations.

Duties and Responsibilities

Under the overall supervision of the RCO team leader and the technical guidance of the PMT, the consultant will be responsible for preparation, implementation, and administration of the assignment which consist in supporting the up to date of the CCA and the Preparation of the CAR’s second Voluntary National Review Report (VNR).

More specifically, the consultant will provide support to the team of consultants hired by UNDP by undertaking the following tasks:
• Develop a roadmap for the entire VNR development process in partnership with all UN entities and the national side, represented by the Ministry of Economy, Planning and International Cooperation ;
• Develop the content, inputs and data which are high-quality, accessible, timely, reliable and disaggregated by income, sex, age, race, ethnicity, migration status, disability and geographic location and other characteristics relevant in national contexts ;
• Conduct national, local, thematic, or sectoral workshops with different stakeholders including UN agencies, national authorities at central and local levels, Civil Society Organizations (CSOs) and the private sector to share their views on SDG implementation progress and to validate sectorial and national data ;
• Develop the different parts/sections of the CAR VNR report with the UNDP consultant team ;
• Prepare the key messages and ensure their timely submission, as well as the electronic version of the VNR to the UN Department of Economic and Social Affairs; in collaboration with the UNDP consultant team
• Prepare and organize various workshops to present the main results of the VNR to the PMT, the UNCT and all other national stakeholders.

Qualifications/special skills

Advanced university degree (Masters and equivalent) in development studies, economics, social sciences, international relations or related field is required. A PhD is preferred.
A minimum of 10 years of professional experience of conducting country-level multi-sectoral situational analysis is required;
Previous experience of leading and developing country analysis for UN programming is required;
Good knowledge of Agenda 2030 for sustainable development and the SDGs is desired;
Previous experience of conducting UN Common Country Analysis is an asset is desired;
Excellent facilitation skills with experience in leading multi-stakeholder discussions is desired;
Extensive knowledge of, and experience in applying qualitative and quantitative analytical methods using a wide range of analytical (including innovative) approaches is desired;
Substantial professional application of human rights, gender equality, environmental sustainability, results-based management, and capacity development in research is required;
Strong understanding of the development- humanitarian- peace building nexus and political context working experience in Central African Republic and/or in the region is required.


Fluency in spoken and written French is required. Knowledge of English is desired.
