Organization of onsite and online trainings including through the preparation of agendas, liaison with experts and trainers, ensuring IT connectivity/support on the use of the eLearning platform; preparation, dissemination and compilation of evaluation questionnaires, and other follow up as required, in close coordination with the AIRCOP team in charge of Africa.
- Organization of virtual meetings and, if needed, virtual or in-person trainings with the JAITFs and Interpol on the functioning and using of I-24/7 tool, including the drafting of official correspondence to the national authorities.
- Organization of virtual meetings and, as requested, virtual or in-person trainings with the JAITFs and WCO on the functioning and using of CENcomm, including the drafting of official correspondence to the national authorities.
- Follow-up in the in the implementation of Standard Operating Procedures (SOPs) within JAITFs.
- Support the coordination of AIRCOP activities in West and Central Africa with activities in other regions where AIRCOP is implemented, as well as with other UNODC programmes.
- Organize and moderate the Annual Meeting of Focal Points for West and Central Africa.
- Support gender initiatives within the AIRCOP network.
- Promote and support the expansion of the project in Gabon (Libreville), Mauritania (Nouakchott), N’djamena (Chad) and Guinea (Conakry) through outreach activities, exploratory missions and meetings.
- Development of a “training the trainers” curricula for selected JAITF officers, and organization of the related capacity building activities (in particular encouraging the existing pool of JAITF officers to provide training as experts to newly appointed officers or mentor other JAITFs).
- Support the participation of the AIRCOP JAITFs of Burkina Faso, Cote d’Ivoire, Ghana, Nigeria, Niger, the Gambia, Togo, and Senegal to all new iteration s of the West Africa Informal Working Group (IWG) on Advance Passenger Information (API) and Passenger Name Record (PNR) organized by UNODC and UNOCT, including the drafting of official correspondence to the national authorities.

The position will be based in Dakar, attached to the UNODC Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal. Under the overall guidance of the AIRCOP Regional Programme Coordinator for Africa, based in Dakar, the International Consultant will provide technical support in implementing AIRCOP in West and Central Africa. Conduct analysis in terms of training and equipment needs for the JAITFs to improve their efficacy in fighting illicit trafficking by air at selected international airports. The Consultant will also keep building the pool of AIRCOP experts, especially at the regional level.
- Facilitate training and mentoring activities by preparing relevant documentation, liaising with national authorities, participants and training providers, writing reports and evaluation forms, etc.
- Support the Regional AIRCOP Programme Coordinator for West and Central Africa in advising national law enforcement authorities to ensure that the know-how on detection techniques, dissimulation methods, passengers profiling and cargo inspections, CENcomm and I-24/7 communication systems, etc. acquired during the training is properly applied in their working methodology.
- Ensure, in consultation with INTERPOL and WCO, that relevant data regarding seizures, arrests, and proceeds of crime are properly recorded by JAITFs in CENcomm and I/24-7 communication tools;
- Support the Regional AIRCOP Coordinator in providing technical advice to national law enforcement agencies, in cooperation with the training and mentoring experts, to develop synergies and cooperation between JAITFs and airlines companies/ airport authorities to allow JAITF officials to receive relevant passenger data for proper risk analysis and profiling;
- Support Regional AIRCOP Coordinator in providing advice to national law enforcement authorities of AIRCOP associate countries in the identification of possible synergies and actions to be implemented within AIRCOP project.
- Support the signatures of agreement between the JAITFs and the airlines companies to obtain an access to the data of passengers (API/PNR).
An advanced university degree (Master’s degree or equivalent) in the field of law, criminology, public administration, political science, international relations or criminal justice, crime prevention and/or law enforcement or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
• At least 10 years of relevant professional experience in the operational fight against airport crime, with increasingly high levels of responsibility in the field of law enforcement at national and international level, police investigation, prevention and control of drug trafficking and/or crime is required.
• Working experience in Africa in the field of law enforcement and support to national agencies in charge of countering illicit trafficking, preferably in West, Central and North Africa is required.
• Work experience in a United Nations field mission is desirable.
• Experience in facilitating training and mentoring activities in fighting illicit trafficking is desirable.
English and French are the working languages of the United UN Secretariat. For the position advertised, fluency in English and French with proven drafting and communication skills is required. Knowledge of Portuguese and Spanish is an asset.
