Result of Service

• Analysis of existing strategic partners coordination mechanisms in Montenegro.
• Set of recommendations on how the coordination of the international development partners and the Government of Montenegro could be improved.
• Terms of Reference of the Strategic Partnership Coordination mechanism, including the structure of the mechanism, relation with other relevant partners (Council for Sustainable Development, Office for Sustainable Development, Office/Ministry for EU Affairs, Strategic Policy Unit of the General Secretariat of the Government of Montenegro, and other).

Duties and Responsibilities

Consultant will support the Office of the UN Resident Coordinator, the group of strategic international partners and the Government of Montenegro in finding the best modality to establish the Strategic Partnership Coordination mechanism. The task is specifically consisted of:

Mapping the existing mechanisms for coordination and monitoring of reforms, policy and development programmes in Montenegro, including but not limited to bilateral and multilateral development programmes, IPA programmes, capital investments, competitiveness, EU-related and sustainable development policy.

Conducting cross-country analysis of best practice, including the institutional and organisational setup, composition, modus operandi, legal framework, and other relevant aspect of high-quality mechanisms for strategic partners coordination,

Propose the applicable solutions for improving programme and policy coordination among the strategic partners (international development partners and the Government of Montenegro) in the given context of the EU Negotiation and IPA monitoring structure and the Council for Sustainable Development. The proposed solutions should stress a clear leading role of the Government and have a meaningful role in the Montenegrin administration and policy making processes.

Propose a road map for establishing the proposed coordination mechanism in line with the applicable legal and institutional framework, as well as the partners who should be included in such mechanism.

Further develop Terms of Reference for the Strategic Partners Coordination mechanism, including the proposal for thematic coordination sub-groups and the roles of the mechanism’s secretariat function.

• International Partners such as the Delegation of the European Union, World Bank, UN Agencies Fund and Programmes (e.g. UNDP, UNICEF, UNHCR, ILO, and others), European Bank for Reconstruction and Development, German Development Bank (KfW), Council of Europe, Organisation for Security and Cooperation in Europe (OSCE), GIZ, and major bilateral donors.
The incumbent shall report to the Office of the Resident Coordinator, who will provide support in conducting the task.

Qualifications/special skills

Advanced University degree is required preferably in Law, EU integration, International Relations, Public Administration, Management, Developments Studies, Sociology, Political Sciences, Finance or other relevant discipline is required.
A Bachelor’s degree with additional two years of experience can be accepted in lieu of the advanced University degree.
Minimum of 7 years of experience (or more depending on academic credentials) in donor coordination, preferably in the context of sustainable development and/or EU accession.
Experience in strategic planning, coordination and/or programming is required.
Understanding of EU integration process and sustainable development policy in Montenegro mandatory.


Fluency in English is required.
Knowledge of the Local Language is desirable.
