Org. Setting and Reporting

This position is located in the Director’s Office of the Outreach Division (OD) in the Department of Global Communications (DGC). Until the appointment of a United Nations Commissioner-General for Expo 2025, The Senior Programme Officer reports directly to the Director of OD, who was designated as the focal point for coordinating the presence of the United Nations at Expo 25 in Osaka (Japan) and to liaise with the UN agencies, funds and programmes about the content and programming of exhibits at the UN Pavilion at Expo 25. Once a Commissioner-General for the United Nations at Expo 2025 is appointed, the Senior Programme Officer will report directly to the Commissioner-Genera.

The incumbent will support direct communications with relevant authorities in the Japanese Government in Tokyo and Osaka, Kansai, including with the Association for the 2025 World Exposition. The Senior Programme Officer will ensure that all requirements, submissions and deadlines are met in accordance with the specifications outlined by the Expo 2025 in Osaka, Kansai, Japan.

The Outreach Division builds support for the United Nations by fostering dialogue with global constituencies such as government authorities, civil society, the entertainment industry, media, academia, sports entities, educators, students, and libraries.

This position is available from 1 March 2023 for an initial period of 364 days, with possibility of extension.


Within delegated authority, the Senior Programme Officer will be responsible for the following duties:

• Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; coordinates and liaises with relevant parties, including with UN system organizations planning to participate in the UN Pavilion at Expo 2025 in Osaka; identifies and initiates follow-up actions.
• Maintains direct and regular contacts with relevant authorities in the Government of Japan and the Japan Association for World Expositions, ensuring that requirements and forms are prepared and submitted on time.
• Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Directs research and reviews relevant documents and reports related to past United Nations presence at World Expositions and draws on best practices and lessons learned to optimize the preparations for Expo 2025 in Osaka.
• Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Supervises preparation of various written outputs, e.g., background papers, analysis, and reports related to the coordination and planning of the exhibits and programming in the United Nations Pavilion at Expo 2025, ensures that a record of all communications related to Expo 2025 is maintained and that meeting minutes are taken and shared with relevant officials.
• Convenes the focal points in the United Nations organizations participating in Expo 2025 through the UN Pavilion including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. and maintains communications with them in between meetings.
• Supports the Director of the Outreach Division, and once appointed, supports the Commissioner-General of the UN at Expo 2025, in the development of detailed requirements, including budgets, staffing and task assignments, for a robust and effective UN presence at Expo 2025 in Osaka.
• Manages the team set up to support the United Nations presence at Expo 2025 in the lead up to the opening of Expo 2025 and at Expo itself if funding is extended.
• Creates and maintains a regularly updated timeline of deadlines and tasks related to preparations of content and preparations for progamming during the United Nations presence at Expo 2025.
• Liaises with the United Nations Office of Legal Affairs to ensure that legal agreements and requirements are prepared and signed in a timely manner.
• Ensures alignment of material and programming prepared with United Nations communications strategies and priorities; Identifies problems and issues to be addressed and initiates corrective actions; Manages outreach activities and strategic engagement with relevant parties, including contractual partners responsible for delivering products and/or services to/at the United Nations Pavilion in Expo 2025 in Osaka.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
• Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors JPO(s) assigned to the Outreach Division to support the United Nations participation in Expo 2025
• May perform other duties as required.

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.

Experience working with International Organizations and familiarity with diverse stakeholders is required.

Experience in Microsoft 360 and proficiency in using standard office software including MS Office, Adobe Creative Cloud, Google Docs is required.

Experience in organizing/managing/coordinating high-level events is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Japanese is required. Knowledge of another official United Nations language is desirable.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
