The Climate Economist would provide substantive services to support the conduct of regional analysis and the preparation of technical materials related to climate mainstreaming in development planning and access to climate finance in Arab States.

Duties and Responsibilities

The United Nations Economic and Social Commission for Western Asia - ESCWA- works with regional and global partners to support climate mainstreaming in development planning and the mobilization of climate finance to meet climate and sustainable development goals in Arab States. This work is conducted under the umbrella of the Arab Centre for Climate Change Policies, which is nested in the Climate Change and Natural Resources Sustainability Cluster at ESCWA

Under the supervision of the Cluster Leader of the Climate Change and Natural Resources Sustainability Cluster, the expert would be responsible for the following overall duties, namely:

• Contribute to the preparation of climate change analysis and reports on climate mainstreaming in national and sectoral development planning.
• Prepare dataset and analysis on climate finance needs and flows to Arab States.
• Develop and deliver technical materials on climate mainstreaming and climate finance to inform climate and sector-related policy discussions and regional engagements.
• Support the finalization and dissemination of technical materials and documents related to climate change policy, finance and sustainable development in consultation with internal and external partners.

Qualifications/special skills

A master’s degree in development economics, finance, climate change or environmental policy is required. A Ph.D. is preferred.

A minimum of five years of experience working on economic policy analysis related to climate change or the environment is required.
Previous experience working in the area of climate finance or climate economics is required.
Experience working in the Arab region is desirable.

Languages

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in English is required. Knowledge of French or Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
