Duties and Responsibilities

UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable and resilient towns and cities. It is the focal point agency for all urbanization and human settlement matters within the UN system. UN-Habitat envisions well-planned, well-governed and efficient cities and towns, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation. UN-Habitat therefore implements and executes programmes globally related to urban development, sustainable mobility, water supply, energy efficiency, waste management, ICT, smart cities, urban regeneration, public space, housing for the localization of the Sustainable Development Goals.

UN-Habitat is active in over 90 countries around the world through its country offices. UN-Habitat works through its HQ in Nairobi as well as through four regional offices, one for Latin America and the Caribbean in Rio de Janeiro, Brazil, one for Asia and the Pacific in Fukuoka, Japan, one for the Arab States in Cairo, Egypt, and one for Africa also based in Nairobi, Kenya. UN-Habitat also has several liaison and information offices around the world.

The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible to undertake technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work.

The Planning, Finance & Economy Section (PFES) is responsible to support urban and territorial planning at all scales including through the development of planning policy, norms and guidelines, urban projects, urban design and public space design, urban finance (municipal finance and urban development/projects finance), and local economic development.


The Project Analyst will work under the supervision of the Chief of Planning Finance and Economy Section, and under the direct supervision of the Programme Management Officer at the Planning Finance and Economy Section.

The Analyst will focus on the areas of planning, finance and economy, with a global portfolio and supporting operations in HQ and with the Regional and Country Offices of UN-Habitat.

The duties of the Project Analyst will include the following:

• Contribute to the Portfolio development, resource mobilization, identification, conceptualization and follow-up of programme and project opportunities
• Identification of partners and market research activities in the different sectoral areas of sustainable urban development, territorial and urban planning, climate adaptation and mitigation, project finance, digital transformation, energy, housing,
• Preparation of programme and project documents, bidding documents and terms of reference
• Participate as a team member in the technical and analytical activities related to the preparation of reports, policy notes, activities, programmes and projects for technical assistance
• Development of methodologies and tools in the areas of urban development, urban economy and project finance
• Participate with the teams in operational missions, supporting the identification, preparation implementation of programmes and projects
• Participate in the development of partnerships between UN-Habitat and the private sector
• Provide analytical support in the preparation of any presentations, documentation, proposals, notes, and any other material that might be required for the dissemination of the unit activities or strategies.
• Preparation of different documents including Minutes, Programme and Project Reports, Concept Notes, Project Documents and Project Budgets
• Monitoring programmes, projects and procurement processes against project plans and timelines
• Preparation of workshops and other similar events;

Qualifications/special skills

University degree in International Cooperation, Economy, Finance, Business Administration, Urban Development, Urban Planning, Architecture or related field that is relevant for sustainable urban development and planning, finance and economy is required

Work Experience:
• At least 2 years of relevant work experience in the field of urban economics and/or local economic development is required;
• Experience of working on issues of urban economy is an asset;
• Understanding of and experience from managing urban data is an asset;
• Experience working in/for the public sector in developing countries, e.g. local governments is considered an asset


Fluency in oral and written English is required.
Knowledge of French, Spanish, Arabic, Chinese or Russian will be considered an advantage.
