a. Workplan on overall assignment developed, in consultation with UNODC and respective national authorities as necessary and presented to UNODC for approval;
B. Conduct one comprehensive baseline assessment of the needs and capabilities of criminal justice practitioners in Madagascar to effectively investigate TIP, CST and CSE
a. Conduct desk-based research on the TIP, CST and CSE situation in Madagascar;
b. Conduct on-site research in Madagascar to determine the needs and capabilities of criminal justice practitioners in Madagascar to investigate TIP, CST and CSE - Research to be done in consultation with the investigation expert and cooperation with relevant Governmental and Non-governmental stakeholders in Madagascar;
c. In close consultation with the investigation expert, draft a comprehensive report outlining the results of the assessment and providing tangible solutions and way forward to reinforce the capacities of criminal justice practitioners to overcome the potential challenges identified – Proposed suggestions must be in line with the JTIP Madagascar project;
C. Conduct a comprehensive baseline and needs assessment to determine the actual needs and requirements for establishing two anti-TIP investigation and prosecution units in Madagascar
a. In close consultation with the investigation expert and with relevant stakeholders in Madagascar, conduct on-site research to determine the actual needs and requirements for establishing two anti-TIP investigation and prosecution units in Antananarivo and Nosy Be, Madagascar;
b. In close consultation with the investigation expert, draft a comprehensive report outlining the results of the assessment and providing a realistic way forward to establishing the two specialized units in Madagascar. The report should include a list of items (hardware, software and equipment) to be procured for the proper operation of the specialized units;

Under overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (Programme Management Officer) and direct supervision of the Associate Crime Prevention and Criminal Justice Officer in Nairobi and in close consultation with project coordinators and other consultants, perform the following tasks aimed at supporting the Transnational Organized Crime and Illicit Trafficking Programme:
• Develop a workplan in consultation with UNODC;
• In consultation and cooperation with the investigation expert and relevant Governmental and Non-governmental stakeholders in Madagascar, conduct one comprehensive baseline assessment of the needs and capabilities of criminal justice practitioners in Madagascar to effectively investigate TIP, CST and Child Sexual Exploitation (CSE) cases;
• Conduct a comprehensive baseline and needs assessment to determine the actual needs and requirements for establishing two anti-TIP investigation and prosecution units in Antananarivo and Nosy Be, Madagascar, in consultation and cooperation with relevant stakeholders in Madagascar and the investigation expert. The assessment should include a list of items (hardware, software and equipment) to be procured for the proper operation of the specialized units;
An advanced university degree (Master's degree or equivalent) in criminology, law, political sciences, sociology or related discipline is required; A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years of relevant work experience in the field of trafficking in persons and/ or child sexual exploitation and child sex tourism is required;
Proven experience in research and analysis, and excellent drafting skills is required;
Experience in investigating serious crimes, such as transnational organized crime, trafficking in persons and/ or child sexual exploitation and child sex tourism is required;
Experience in training/mentoring law enforcement officers and/or other criminal justice officials in matters relating to the investigation and prosecution of trafficking in persons and/ or child sexual exploitation, child sex tourism and other related transnational organized crimes is required;
Training experience with criminal justice practitioners required is required;
Knowledge of the mandates of the United Nations Office on Drugs and Crime (UNODC) United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Trafficking in Persons Protocol) is desirable;
Experience in planning and producing interactive training materials and tools is desirable;
Training experience with criminal justice practitioners is desirable;
Experience working with criminal justice practitioners is desirable;
Exposure to development work and experience in Eastern Africa is desirable;
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French is required. Knowledge of another official United Nations Secretariat language is an advantage
Excellent written, verbal and interpersonal communication skills are required
Previous work experience with the UN or other International Organizations is highly desirable
