Cadre organisationnel

The Department of Peace Operations (DPO) provides political and executive direction to the United Nations' Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department’s activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform. This position is located in the Disarmament, Demobilization and Reintegration Section in the Office of Rule of Law and Security Institutions, within the Department of Peace Operations. The position is located in Brindisi, Italy. Brindisi is classified as a hardship “H” duty station and family duty station. The DDR Officer will report to the Chief of the DDR Section, possibly through a dedicated focal point. The second reporting officer and time manager will be located in Brindisi.

Responsabilités

Within delegated authority, the Disarmament, Demobilization and Reintegration Officer (Programme Officer) will be responsible for the following duties:

• Act as a rapidly deployable surge capacity wherever expert support in the area of Disarmament, Demobilization and Reintegration (DDR) is required; responsible for planning, support to implementation and/or evaluation;
• Work closely with the DDR Section in the Office of Rule of Law and Security Institutions in the Department of Peace Operations (United Nations Headquarters) in order to stay informed on current developments in DDR policy and practice;
• Support mission-specific planning meetings for the establishment of new missions with a potential DDR component or country-specific planning meetings for DDR-related activities;
• Lead and/or participate in large, complex programmes/projects, field missions, etc., including provision of guidance to government officials and other relevant parties; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; ensure follow-up actions.
• Participate in strategic or technical assessment missions;
• Advise, develop and review (as appropriate) initial DDR strategies, concepts of operations or other plans for further development into a full programme by the DDR component or experts and the National DDR Commission;
• Assist DDR component management in the field in the overall planning of strategic, technical and operational components of work and in the day-to-day coordination of activities with the other mission components (e.g. political affairs, military, public information; logistical support; humanitarian) and UN entities;
• Develop initial result-based framework and budget for new DDR components in missions and develop funding proposals or other funding tools for any settings as required;
• Develop staffing structure and terms of reference for a DDR component/team of experts, including terms of integration with UN agencies, funds and programmes;
• Provide technical clearance for applicants to DDR components in new and ongoing missions;
• Provide support in planning the civilian and military logistics support for DDR;
• Prepare various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Identify potential problems and issues to be addressed and suggest remedies to DDR units in the field;
• Liaise with others (UN, regional organisations, Member States and their training centers) providing DDR training; contribute to DDR-related training activities;
• Represent the DDR Section at consultative and other meetings (e.g. conferences, workshops)
• In coordination with other standing capacities based in Brindisi, represent the Office of Rule of Law and Security Institutions in events, assessment and other as requested by the Chief of DDR Section;
• Performs other duties as required.

Formation

Advanced university degree (Master’s degree or equivalent) in political science, social sciences, management, international economics, international relations, law, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven years of progressively responsible experience in international affairs such as peacekeeping, peace-building operations or development programmes with specific focus on disarmament, demobilisation and reintegration, small arms control, conflict/post-conflict crisis management, economic recovery or related area are required.

One year experience working in a field location, with a peace-keeping operation, a special political mission or with another international organization including non-governmental organizations is required.

One year of experience working directly on Disarmament, Demobilization and reintegration (DDR) or Community Violence Reduction (CVR) is required.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in both oral and written English is required. Fluency in French is desirable. Knowledge of another official United Nations language is anadvantage
