This position is located in the United Nations Global Geospatial Knowledge and Innovation Centre (UN-GGKIC), Statistics Division (SD), Department of Economic and Social Affairs (DESA) in Deqing, China. The Senior Programme Management Officer reports to the Director/Head of the Centre.
The Centre’s overarching goal is to work towards the ambitions of implementation of the United Nations Integrated Geospatial Information Framework (UN IGIF) set by Member States, to develop capacity, promote and support the required innovation, leadership, coordination and standards to develop, strengthen, integrate and deliver national geospatial information policy, data, systems, tools, services and capabilities into their national government development policies, strategies and arrangements.
Under the direct supervision of the Director/Head of the Centre and within delegated authority, the Senior Programme Management Officer will be responsible for the following duties:
• Takes the lead to implement and evaluate assigned programmes/projects of the United Nations Global Geospatial Knowledge and Innovation Centre; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
• Ensures implementation of gender mainstreaming guidelines in the Centre by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
• Assists the Director/Head of the Centre in preparing the work programme of the Centre and allocating resources for the completion of outputs and their timely delivery. Manages outreach activities of the Centre.
• Supports research and programme evaluation and presents information gathered from diverse sources.
• Coordinates policy development undertaken by the Centre. Reviews the assessments of issues and trends, and the preparation of evaluations or research activities and studies,
• Coordinates the preparation of reports for presentation to intergovernmental bodies such as the United Nations Committee of Experts on Global Geospatial Information Management, the Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Undertakes survey and assessment initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Coordinates preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
• Coordinates administrative support to consultative and other meetings, conferences, workshops, seminars and forums, etc., to include coordinating agenda topics, identifying participants, preparation of documents and presentations, etc.
• Coordinates activities related to budget and funding of the Centre (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work plan, programme budget, etc.).
• Collaborates initiatives and partnerships including with key national officials at all levels inside and outside the organization.
• Supports the Director/Head of Centre to ensure effective utilization, supervision and development of staff within the Centre. Guides, evaluates and mentors staff.
• May perform other duties as required.

Advanced university degree (Master’s degree or equivalent) in geography, geospatial information, geospatial science, geoinformatics, economics, public administration, management or other related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.
Experience in the design, development and implementation of geospatial information management, knowledge and innovation or other related technical assistance and capacity development programmes or projects regionally and globally is required.
Experience in resource mobilization and donor relations is desirable.
Experience in working with senior government officials in capacity development for geospatial information management is desirable.
Experience in intergovernmental processes is desirable
Experience with Results-based Budgeting/Results-based Management and monitoring and evaluation approaches is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. Knowledge of Chinese is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
