The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally.  As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. 

This position is located in the Strategic Planning Service within the Office of the Under-Secretary-General, Department of Safety and Security (UNDSS). The Programme Officer will report to the Senior Programme Officer, Operational Resilience Unit (ORU). The focus of the unit is to lead the implementation, monitoring and evaluation of programmes, operations and other activities.

Responsabilités

Within delegated authority, the Programme Officer will be responsible for the following duties:

• Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Researches, analyzes and presents information gathered from diverse sources.

• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,

• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

• Performs other duties as required.

Formation

Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, social sciences, law, economics or a related field. A first-level university degree in combination with two additional years of qualifying relevant experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven (07) years of progressively responsible experience in project or programme management, political science, international relations, law, disarmament, security, development management, conflict resolution or a related area is required.

Experience in planning, design, implementation, or review of risk mitigation measures related to operations in complex settings is required.

A minimum of three years of field experience working within the UN Common System or comparable international organization or nongovernmental organization in a complex, conflict, post-conflict or natural disaster setting is desirable.

Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable.

Experience of substantive engagement and/or programmatic or operational coordination, with Member States and/or UN entities, including Agencies, Funds and Programmes, is desirable.

Experience in analysis, development planning and policy formulation is desirable.

Experience in developing outreach strategies and initiatives is desirable.

Experience of planning and programming instruments and policies across the United Nations system, including in the area of security planning and programming is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official UN language is desirable.

• This position is funded through General Temporary Assistance (GTA) funding with funding available through 31 December 2023. Extension of the appointment and/or assignment is subject to extension of mandate and funding availability. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
