1. Organizational Setting, Purpose, and Objective:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives.
Iraq’s biodiversity continues to face many challenges and threats arising from the need to reconcile environmental protection with development while threats are arising from the unsustainable development activities. One of the milestones for biodiversity conservation are protected areas and a well-structured and managed network of protected areas that can be the key for preserving species and habitats and maintain their viability. UNEP worked closely with the Government of Iraq to support Iraq’s biodiversity conservation and sustainable use. Through this project, Iraq developed and started implementing a plan for the establishment of a national Network of Protected Areas (PAN).
The objective of this national consultancy is to technically coordinate the packaging of project deliverables and develop an exit strategy in preparation of the project closure.
2. Duties and Responsibilities:
Under the direct supervision of the Regional Coordinator for Science-Policy at UNEP the Consultant will carry-out, inter alia, the following duties and responsibilities:
1. Exit Strategy
- Develop an exit strategy to ensure sustainability of the project’s results.

• D1: Project exit strategy to ensure sustainable use of project results
2. Project wrap-up
Ensure that the below outputs are completed and packaged along with the evidence and ready for project terminal evaluation:
- Finalize the assessment of existing legislation and developing gap analysis and recommendations.
- Ensure the implementation of protected area management plan for both sites (Dalmaj and Teeb)
- Ensuring that the PAN website is operational and direct the MOE in finalizing the content posted on it.
- Develop and finalize outreach materials and technical toolkits
- Update the workplan and finalize the completion of outputs
- Package the evidence for the completed workplan along with the final project report for project closure.
Deliverable
• D2: Updated workplan and completed outputs in consultation with PM, and MOE.
• D3: Package of completed outputs (evidence) as per the updated workplan for project closure.
Master’s degree in environmental sciences, knowledge management, or another relevant subject is required.
Minimum 5 years’ experience in environmental sciences, knowledge management, project management or similar field is required.
Understanding of and experience in project management, especially project closure is an asset.
Experience in content management in Arabic and English and Ability to conduct research and work independently is desirable.
Experience in and knowledge of protected areas, their establishment and management is required.
Familiarity with the Iraqi and regional environmental context is required
Fluency in written and spoken English and Arabic is required.
