Duties and Responsibilities

Under the overall supervision of the Crime Prevention and Criminal Justice Section, Division for Treaty Affairs, and the Programme Manager of the FTF Programme in Iraq, and in close coordination with the respective national counterparts (Ministry of Justice and any other related Ministries or governmental authorities) the consultant will be responsible for the following set of activities:

1. Development of an inception report
The consultant is required to develop an inception report detailing the methodology to be followed; workplan; and timelines.

2. Revision of the current classification system
The consultant is required to conduct an assessment of current classification methodologies, which includes a review and analysis of the present classification system, as well as policies and procedures followed by the Iraqi Reformatory Directorate – Ministry of Justice. The consultant must also identify and evaluate the practical application of the current system in prisons to identify gaps and challenges.

3. Development of the assessment report
The consultant is required to submit a comprehensive report based on consultation with the national counterparts detailing the findings and needs identified in the revision of the classification system.

The report should include justifications for planned modifications and detail the effectiveness of their application. In developing the report, the consultant will facilitate a one-day workshop with the national counterparts for the purpose of reviewing and improving the report and ensuring incorporation of their feedback.

4. New classification system
The consultant will revalidate and/or refine the prisoner classification system in Iraq. This process should be applied to all relevant written documents, policies, and procedures to ensure standardization.

5. Provision of 3–5-day training course for relevant staff:
Upon endorsement of the new classification system by the national counterparts, the consultant is required to provide two training workshops for selected staff. The consultant is required to provide a detailed report on the training delivered, including recommendations and lesson learned.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in Law, Criminology, Social Science, or other relevant area, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of ten (10) years of experience in a correctional system, justice system, law enforcement organization or similar, is required.
• A minimum of ten (10) years of experience in identifying systems performance and needs, in corrections, law-enforcement or a security field, is required.
• High level and proven experience in conducting research, is required.
• High level skills in drafting studies and/or research (thematic, academic, or professional), is required.
• Experience in Iraq or the MENA region is desirable.
• Previous history of conducting similar service is desirable.
• Previous experience from UN assignments and/or multilateral organizations is desirable.
• Ability to synthesize complex inputs into coherent support, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of any other UN official language, is an advantage. Knowledge of Arabic is desirable.
