Duties and Responsibilities

1. Background of the assignment:
United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental, and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI's goals are:

• to foster just and efficient criminal justice systems.
• to support the respect of international instruments and other standards.
• to facilitate international law enforcement cooperation and judicial assistance.

2. Purpose of the assignment:
This position is located within the Counter-Terrorism Programme of UNICRI, within the framework of a project aiming at designing and developing an evidence-based training package on Climate Security Policies with a Gender-Inclusive Focus, for civil society organizations (CSOs) and national authorities in the Sahel region, to be implemented in close cooperation with the United Nations Office for West Africa and Sahel (UNOWAS). Specifically, the consultant will provide expert and specialized support to UNICRI and the project team and will be responsible for designing and drafting the training materials.

3. Specific tasks to be performed by the consultant:
Under the supervision of the Programme Officer and in close collaboration with the project team, the incumbent will perform the following tasks:

• Based on an initial desk review, identify relevant research and training gaps at the intersection of climate change, gender, and PVE in the Sahel, focusing on climate change as a risk multiplier. This will define the development frameworks for the future capacity-building initiatives.
• Provide technical advice and substantive inputs on the organisation of the regional expert workshop to be held in Dakar, Senegal in June 2023. The workshop will bring together experts from the West Africa and Sahel region including UNCCESD, ECOWAS, GGWI, WASCAL, Agrhymet, CSOs, youth and women groups, to technically discuss climate security, gender and PVE.
• Participate in the expert workshop and facilitate relevant sessions, particularly through working group exercises, to gather inputs and feedbacks for the development of the training materials on climate security, gender and PVE.
• Draft participatory training manual (in English) and revise the content with feedback and inputs from participants to the workshop and from the project team.
• Perform other work-related duties as requested.

Qualifications/special skills

Advanced university degree (i.e. Master or equivalent) in gender studies, environmental or climate studies, social studies, criminology, security, international development, or other related fields is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 3 years of relevant working experience in designing and conducting trainings or in developing capacity-building programmes is required;
Previous work experience on issues pertaining to climate security, prevention of violent extremism and/or gender is required;
Previous relevant experience in the Sahel is highly desirable.


For the position advertised, fluency in English and French is required.
