The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
During the first year of project implementation of the EmPower Phase II, the project requires dedicated support to accelerate the efforts to present tangible results, visibility and outreach and resource mobilization. The technical expertise of the Gender and climate change outreach specialist is required to ensure timely and quality delivery of project activities according to the work plan, while developing a strong visibility package of stories, messages, and results for donor uptake. This includes an assessment of opportunities for scaling up at the national, regional and global level. The consultant will through this support contribute to outcome 1 and 3 as stated above, as well as the deliverables under the agreed work plan.
The consultant will work under the overall supervision of the Programme Management Officer, Gender and Climate Change based in Bangkok at UNEP Regional Office for Asia Pacific, including guidance from the Programme Management Officer, Renewable Energy. The consultant will also collaborate closely with UN Women Asia Pacific project and the communications team of UNEP.
1) Technical inputs provided to the development and implementation of the EmPower Phase II Resource Mobilization Strategy
a. Review the renewable energy and climate change focus of the EmPower Phase II Resource Mobilization Strategy together with UN Women
b. Implement the actions agreed EmPower Phase II Resource Mobilization Strategy
c. Evaluate the monitoring the implementation of the strategy, including identifying opportunities
2) Visibility of EmPower Phase II increased among donors and partners
a. Develop briefs and concept notes in line with donor interest and priorities, under guidance of programme staff
b. Develop human interest stories from EmPower beneficiaries using renewable energy
c. Draft opinion pieces to channel key messages in regional and global renewable energy events
3) Identification of opportunities for further investment in gender responsive renewable energy programming in Asia Pacific
a. Engage with UNEP initiatives global and regionally to explore opportunities for investment in gender responsive renewable energy programmes
b. Carry out secondary assessments and mapping of various regional initiatives as well as stakeholders involved in investment in renewable energy, women's economic empowerment, entrepreneurship development
c. Design the regional investor forum to identify potential investors and possible commitments on investment for women entrepreneurs and women-led SMEs in renewable energy
4) Technical inputs provided to EmPower Phase II regional and national activities in Asia Pacific
a. Provide technical inputs on monitoring and evaluation frameworks, roadmaps, action plans and guidelines to implement climate change and renewable energy policies
b. Review targeted regional capacity building plans for government officials and partners on how to implement and monitor gender equality commitment in climate change, DRR, and renewable energy
c. Provide technical inputs to UNEPs mid-year reporting of the EmPower Phase II Project
d. Review and provide technical inputs on project documents, products and papers
Performance indicators: Efficiently completion of the deliverables as per stipulated and evaluated by UNEP for completeness and quality.
An advanced university degree (Master’s or equivalent) in economics, political science, gender studies or related fields is required.
• A minimum of 2 years of progressively responsible experience in the field of gender and climate change and environment, policy analysis and development and of project/programme implementation is required.
• Excellent analytical skills in reviewing and providing technical inputs on gender and climate change is required.
• Work experience at both the national and the regional level, working experience in an advisory role and in developing countries, specifically in Asia Pacific region is desirable.
• Working experience in a multicultural environment including United Nations would be an asset.
• Excellent communications skills.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
