This position is located in Kinshasa in the Office of the Deputy Special Representative of the Secretary General- Resident Coordinator-Humanitarian Coordinator (DSRSG/RC/HC) of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Senior Political Affairs Officer (Senior Elections Advisor) will report to the DSRSG/RC/HC through the chief of Integrated Office.
Within the limits of delegated authority, the Senior Political Affairs Officer will be responsible for performing the following duties:
Political Analysis and Advice - Identify, analyze and monitor political developments with relation to elections process including trends and emerging issues in the DRC and the region. - Assess implications and make recommendations to the DSRSG/RC/HC on possible coordination issues, policies, strategies and other measures to address issues of concern and to advance mandated objectives.
Reporting and Information Management - Prepare summary and analytical reports including, but not limited to, situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies. - Prepare contextual information materials, such as background notes, political profiles and databases of relevance to the assigned portfolio; Manage information to ensure its
accessibility and utility.
Planning and Coordination - Support preparations for official meetings, events and visits, including through the provision of Secretariat services and by drafting talking points and speeches for the DSRSG and other senior UN officials; Participate in fact-finding –and other missions; Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.
Management/Administration - Assist the Head of office with formulating and managing the implementation of the programme of work of ODSRSG/RC/HC.
Elections Focal point - Act as the O/DSRSG/RC/HC pillar focal point person on matters related to elections, including the technical assistance to the National Elections Commission CENI, coordinating with several stakeholders and partners, tracking and reporting on the progress achieved - Engage and coordinate closely with the Integrated Office (IO) and the working groups led by the Protection and Operations pillar on issues related to the implementation of the joint UN Taskforce on elections - Contribute to planning, identifying programing opportunities to support the transition plan, and to enhancing the overall effectiveness of the O/DSRSG/RC/HC pillar in managing the transitional process.
Performs other related duties as required.

Advanced university Degree (Master's degree or equivalent) is required, in political science, international relations, international economics, law, public administration or a related field. A first-level university degree may be accepted, in combination with qualifying experience, in lieu of the advanced university degree.
A minimum of ten (10) years of progressively responsible professional experience in political
affairs, diplomacy, international relations, conflict resolution, or a related field, is required.
Experience serving in a conflict or post-conflict situation and/or supporting countries in
political transitions is required.
Experience in the United Nations system or a comparable international organization (inclusive
of peacekeeping, political missions and UN agencies, funds and programmes) is desirable.
Work experience related to peace and security issues on the Great Lakes Region is desirable.
Experience working in the context of a planned transition of an entity is desirable.
Previous experience working in the office of a senior official is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (oral and written) is required.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This position is temporarily available until 30/06/2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
