The Consultant will carry out the following tasks under the supervision of the Director:
• Based on the outcomes of the assessment visits and analysis of national documents as provided by the national authorities, conduct the desk review of existing national legislation, regulations, norms and procedures related to Physical Security and Stockpile Management (PSSM) and border control, with a view to prepare a comprehensive report with analysis of existing gaps and genuine needs and formulate concrete practical recommendations for legal framework and procedures on PSSM, prevention of diversion of SALW including seizure, collection and destruction of illicit SALW and ammunition;
• Participate in developing national action plans for Lao PDR to identify and prioritize measures to improve national SALW control and stockpile management;
• Participate in the final briefing visits to Vientiane to present the reports and national action plans and discuss the recommendations on adapting or developing new national legislation, norms and regulations to control SALW and measures proposed for the national action plans with national representatives.

The Consultant will participate in assessment and final briefing visits to Vientiane to conduct a baseline assessment and identify genuine needs for assistance through discussions with national experts and representatives. Based on the outcomes of the assessment visits and analysis of national documents as provided by the national authority, the Consultant will carry out the desk review of existing national legislation, regulations, norms and procedures related to Physical Security and Stockpile Management (PSSM) and border control, with a view to develop concrete practical recommendations that would help to bring them into compliance with international standards and effective practices as provided for in the Modular Small-arms-control Implementation Compendium (MOSAIC) and the International Ammunition Technical Guidelines (IATG). The Consultant will also assist with developing a national action plan to prioritize measures to improve national SALW control and stockpile management.
Advanced university degree (Master’s degree or equivalent) in field of international relations, political science, law or other relevant social science is required, or two additional years of experience in lieu of a Master’s degree.
Minimum five years of professional legal experience on projects related to international instruments on control of SALW and conventional ammunition, in particular on the UN Programme of Action is required.
Prior experience in carrying out needs assessments and developing recommendations for best practices and regulatory frameworks regarding PSSM, arms transfer control systems and/or prevention of illicit transfer and trans-shipment of SALW is desirable
Professional familiarity with the Modular Small-arms-control Implementation Compendium (MOSAIC) and the International Ammunition Technical Guidelines (IATG), as well as with provisions of the Arms Trade Treaty is desirable.
Experience of working with government officials and in the framework of the United Nations and other intergovernmental organizations is desirable.
