The position is located in the Implementation Support Section II (Sub-Saharan Africa) (ISS II), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA). The incumbent will work under the guidance and direct supervision of the Chief of Section and in close coordination with the designated lead Programme Officers (Terrorism Prevention).

Within the assigned authority, the Associate Programme Officer (Terrorism Prevention) will be responsible for the following specific duties:
• Contribute to the financial and human resources management in the Section, including:
• development and updating of tools and databases for the sound monitoring of financial and human resources;
• preparation and updating of staffing tables;
• monitoring of budget expenditures and utilization of funds;
• preparation of financial documents, analysis and reports;
• Coordinate and contribute to the preparation of various substantive outputs, including background papers, analytical notes, reports, presentations, briefing notes, inputs to publications and training tools and materials pertaining to rule of law-based criminal justice responses to terrorism.
• Contribute to the development of project and funds mobilization activities pertaining to rule of law-based criminal justice responses to terrorism, including by preparing project proposals and related budgets.
• Contribute to on-going project monitoring activities to measure the effectiveness, relevance, and impact of project activities and provide substantive support to designing and overseeing project monitoring and evaluation, as required.
• Support the preparation of project work plans, their timely implementation and ongoing adjustments.
• Provide substantive support with the conceptualization, design and implementation of project activities.
• Participate and assist in the development, organization, coordination and preparation of workshops, seminars, training courses and special events; participate in and make presentations on assigned topics.
• Provide support to the financial management of projects, by contributing to the monitoring of budget expenditures, utilization of funds and ensuring compliance with agreements and requirements.
• Assist in building strategic partnerships with UN entities, regional and specialized organizations, civil society organizations and non-governmental organizations and contribute to the development of joint projects in the area of terrorism prevention.
• Provide support with tasks for hiring personnel and obtaining timely services of experts on consultancy services.
• Participate in ensuring on-going coordination and information flow with the relevant donors.
• Contribute to liaising with field staff to ensure the close substantive and administrative coordination between headquarters and foster collaboration with relevant stakeholders in other parts of the United Nations.
• Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties, as assigned.
Professionalism: Has knowledge in programme management and coordination, as well as in developing, planning, monitoring implementation and assessing impact of technical assistance programmes and projects, pertaining to capacity building for criminal justice system entities including with regard their financial aspects. Has knowledge of the mandates of the United Nations Office on Drugs and Crime and understanding of theories and concepts related to terrorism prevention. Has sound analytical skills and ability to identify problems. Has good interpersonal skills and ability to establish and maintain effective partnerships and working conditions in multi-cultural, multi-ethnic environments. An advanced university degree (Master’s degree or equivalent) in law, international relations, political science, management or a closely related field is required.
A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
A minimum of two years of professional experience in project development, coordination and management, including in the area of criminal justice and terrorism prevention OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
Work experience with an enterprise resource planning (ERP) system is required.
Work experience in project and budget formulation, financial management and monitoring is desirable.
Experience in the drafting of substantive documents related to terrorism prevention, including project proposals is desirable.
Work experience with SAP/Umoja is desirable.
Work experience with counterparts in the field is desirable.
Experience in data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
This position is funded from project funds. The initial appointment will be for a period of six months and any extension of the appointment will be subject to the availability of funding.
If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
