Org. Setting and Reporting

This position is located within the Medial Unit in the Mission Support Service (MSS) of the United Nations Support Mission in Libya (UNSMIL). The post is located in Tripoli, Libya. The incumbent will report to the Senior Nurse and the Chief Medical Officer.

On 28 October 2022, the Security Council, by its resolution 2656 (2022) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of Libya, including support for economic reform in collaboration with
international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the
provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related
materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the
scalable and incremental deployment of UNSMIL ceasefire monitors.


Under the overall guidance and direct supervision of the Senior Nurse and the Chief Medical Officer, the nurse will be responsible for performing the following duties:
• Responds to emergency calls and assists doctors in providing adequate care and performing respective duties in the treatment of the patient.
• Performs ECG and other medical examinations such as blood tests; glucose, troponin, and urine test as required.
• Prepares patient for different interventions and escort patient to other medical facilities as required.
• Assesses the needs of clients visiting the walk-in clinic and provides nursing consultations and care/advice incl. the benefits of preventive medicine, etc.
• Takes part in the duty roster of medical personnel offering emergency services out of the clinic and the shifts duties including nights & weekends, field missions out of Tripoli as required.
• Performs nursing care and generally all activities related to his/her professional capacity.
• Responsible for emergency room and doctor's consultation rooms, and ensures that all equipment is ready for use and functional e.g. Defibrillator, Ventilator, ECG machine, Patient Monitor, glucometer, etc.
• Ensures safety of the patients in performance of duty.
• Communicates with patients and update the doctors in the clinic.
• Accords patients fair and equal treatment regardless of ethnic background and demonstrate the medical ethics.
• Assists in providing health education and addressing work environment and Occupational Safety & Health issues.
• Actively contributes to planning and organizing preventive medical fairs.
• Receives patients and records the necessary data for effective treatment and continuity of care through the online medical data base system.
• Maintains patients' records and exercise confidentiality.
• Performs the medico-administrative duties such as keeping the statistics and reports and processing official memo, financial invoices, medical examination and sick leave documents etc.
• Updates the monthly medical report.
• Responsible for dispensing of drugs prescribed by the doctors or where the right to dispense has been delegated to the nurse in writing.
• Responsible for monitoring and recording of the consumption of medical stocks and the logistics of medical unit such as requisition, R&I and Supply Chain Demand Planning.
• Reviews immunization status of staff and offers advice on vaccinations.
• Performs other duties as required.

Physical requirements: Lifting of medical assets, equipment and supplies during receipt, storage, and organization. Walking, standing, and sitting while carrying out medical procedures and administrative work.


Professionalism: Knowledge of operating anesthesia machine, mechanical ventilator; monitor, defibrillator, sterilizer, pulse oximeter. Shows pride in work and in achievements. High school diploma and further formal education/training in nursing is required.

Job - Specific Qualification

National registration and license in nursing are required.

Formal certification in CPR, BLS, ACLS, PHTLS, or equivalent emergency medical certification is desirable.

Competencies in basic computer skills of MS Word and Excel are required.

Work Experience

At least seven (7) years of progressive clinical experience in the medical field and a hospital setting is required.

A minimum of two (2) years of work experience at Emergency Room or Intensive care Unit is required.

Working experience in the UN System or International organisation e.g. International Non-Governmental Organisation (INGO) is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
